New transfer policy: Govt clips wings of DSE Jammu, Kashmir | | | Early Times Report
Jammu, July 7: The Jammu and Kashmir Government clipping the wings of Directorate of School Education (DSE) Jammu and Kashmir has come as a rude shock for the people associated with the department. Sources told Early Times that as per the order, Directors and Joint Directors of the Education Department have been debarred from making any transfer at gazetted levels and only non-gazetted level transfers can be done by them. “The transfers of lectures, headmaster, CEOs etc. will be done by administrative authority, which were earlier used to be made by the directors,” they said. The teaching community has expressed surprise over the recent government order terming it non-feasible for the School Education Department. “The School Education Department is vast and different from other departments. It needed a strong transfer policy of its own and the government was also willing to implement it as Rational Transfer Policy-2019, which was advertised in March 2020. We were expecting that the policy will be implemented but the new order has surprised us,” a group of teachers told Early Times. “As per circular No. 3-Edu of 2020 dated 6-07-2020, which reads that whereas vide Government order No. 861-GAD of 2010 dated 28-7-2010, comprehensive transfer policy was notified by the Government for effecting transfers of Gazetted/ Non-Gazetted staff along with delegation of powers for such transfers; whereas vide Government order No.49-JK (GAD) of 2019 dated 19-11-2019, delegation of powers were revised in case of First Gazetted level officers and Inter-Divisional level officers of First level as per clause-E of the said order,” said an official. He said that proposal in respect of item No. III shall be governed by the transfer policy of 2010 and the item No. IV and V shall be submitted to the Administrative Department for decision. The order further reads that whereas it has been observed that in the School Education Department, such powers are still exercised by respective Directors/ Joint Directors/ CEOs etc in violation of Government instructions/orders and thereby creates administrative indiscipline in the department and amounts disciplinary action as warranted under rules. Both the Directorates were asked to maintain administrative discipline, and desist from such practices henceforth so as to keep sanctity of Government order intact. Deviation if any shall be viewed seriously and reflected in performance reports of such officers. |
