Temporary’ SICOP appointees sent on deputation to JKSSB | | | Early Times Report
Jammu, July 11: General Administration Department has sent three officials on deputation to the Service Selection Board, who according to the orders, were appointed on temporary basis in Small Scale Industries Development Corporation Limited (SICOP). On June 6, the GAD issued an order which says that in connection with the accelerated recruitment, sanction is hereby accorded to the deployment of three officials (name withheld) of JK SICOP to J&K SSB for establishment of dedicated IT Cell in the board for smooth and timely completion of recruitment process. “SICOP shall immediately relieve the aforementioned officials, the salary of the deputed officials shall be drawn from J&K SICOP on production of attendance cum work and conduct certificate. During the period of their deployment to the JKSSB, their service condition shall be governed as per their status in the parent organization,” the order reads. However, all these officials as per the orders were temporarily appointed in SICOP a few years ago. As per an order issued on February 9, 2015, a copy of which lies with Early Times, states one of the officials from Kathua was appointed as IT Professional in SICOP for a period of 89 days and was purely on temporary basis. Similarly, another order was issued on January 21, 2016, where another man was engaged as IT professional in the SICOP for a period of 89 days. “He shall look after the implementation of ERP digitization and other e-governance initiatives undertaken by the government,” the order reads. He was given the post of Project Manager in SICOP. Similarly, another official who has been sent to SSB was appointed in SICOP in 2017. For all these appointments, no advertisement was issued prior to their appointment neither any approval was sought from the concerned authorities. “These were appointed against no vacancy,” an official of SICOP alleged. “We don’t know how these people were appointed in SICOP. But the GAD did not seek NOC from the SICOP nor from the Industries and Commerce Department. Transferring these officials whose appointment is under question is eroding the credibility of the GAD,” the official said. “If these were temporary arrangements then how come they continued in SICOP over these years? Even as per rules, an employee is sent on deputation after an NOC is sought from concerned department,” the official said. One of the under question officials said he was appointed in SICOP for a period of 89 days. “I am now a permanent employee. I was appointed in SICOP like other employees,” he replied when asked whether he was appointed against the rules and transferred to SSB. Another official also refused to comment.
