Treat PRCs as domicile certificates: Cong | | | Early Times Report
JAMMU, Aug 6: Former Minister and senior Congress leader Mula Ram and DCC Rural President Hari Singh Chib expressed resentment against the harassment being faced by the residents of J&K while applying for domicile certificates. In a statement issued here on today, the former minister said why should J&K residents who were already having duly issued Permanent Resident Certificate (PRCs) certificates be asked to line up to get the domicile certificates to become eligible for jobs or other rights. He said that government should avoid this inconvenience and lot of hardships by one line order – treating PRCs as domicile certificates. The former Minister asked the government to treat the PRCs as domicile certificates for government jobs to avoid unnecessary hassle to the people. He asserted that complete withdrawal of the SRO 202 and granting all benefits and arrears to all those who have suffered exploitation under the SRO will ensure “real justice.” Hari Singh Chib also expressed dismay over the negligible formalities prescribed under new rules for availing the domicile certificate. Describing the new domicile rules as gross betrayal with the highly educated youth of J&K, Chib said that the new set of rules would include several outsiders within the ambit of the domicile law, entitle them to avail domicile certificate and ultimately enable them to encroach upon the share of youth in government jobs in the UT. He said that BJP has exploited the sentiments of youth by making false promises every time particularly during elections but practically they did nothing. “BJP National leaders had befooled people of J&K that Art 370 was the root cause of corruption and terrorism, alienation of the state, an impediment in implementing laws and hurdle for development projects as professionals and industrialists could not settle there,” Chib said, asking BJP that how many multi-national companies have been established in Jammu and Kashmir. Chib asked BJP government at the Centre to provide stipend to the unemployed youth of Jammu and Kashmir till government would create comprehensive employment policy for them.
