KU doubles paper checking rates, creates liability of Rs 5 cr | When exchequer becomes a silent sufferer | | Early Times Report
Jammu, Oct 12: University of Kashmir has allegedly become a hub wherein public money is plundered with complete impunity. The present case in question is related to the unjustified and an unwarranted doubling of rates of remuneration for various examination related assignments. Sources within the Kashmir University told Early Times that the administration in the university has in an unnatural manner doubled the rate of remuneration for checking of the examination papers and through such a move, few chosen ones are aimed to be benefitted. Sources said that though there are number of institutions in the country where no remuneration is given to the teachers for setting of question papers, evaluation of answer scripts, supervision of conduct of examinations, conduct of practicals etc. but like many other universities, Kashmir University has policy of giving remuneration to the teachers for performing the examination related assignments. They added that in the recent past, the rates of remuneration were increased 100% even though the existing rates were quite fair and comparable with other universities in Jammu and Kashmir. “Though there was no justification to increase the rates of remuneration, yet a 10% to 20% increase somehow would have been acceptable but increasing by 100% is nothing but devoid of any logic and reason, thus unacceptable under all circumstances. This is nothing but simply a 'plunder of public money' or in financial terms appropriation of somebody's wealth. One fails to understand how the incumbent vice-chancellor has allowed such an open loot of public money,” asked an official privy to the situation. He added that paying Rs 750 for setting a question paper which would take just 30 minutes to set was even more than enough. Making it Rs 1500 is nothing but merely a daylight robbery. “This decision is estimated to have caused around an additional liability of Rs 5 crore on the university exchequer which is a huge amount by all means. More irony about this is that such a huge decision has been taken without the concurrence of 'Financial Advisor' and more importantly of the University Council. This speaks volumes about how decision making happens in the university and how brazenly they can violate all the logic, procedures and norms,” the official added. It was informed further that there was a need to take a call whether examination related assignments should be declared as a part of duty so as to avoid such huge expenditures. Legally, said sources, at least no remuneration can be paid for the supervision of conduct of examinations because it is performed during the working hours. “Therefore, paying for performing invigilation duties amounts to double drawls which is illegal by all means,” they added. |
