Conversion of LIS to other scheme causes loss of lakhs | Irrigation Deptt displays dismal performance | | EARLY TIMES REPORT
JAMMU, Oct 24: The sudden change of a Lift Irrigation Scheme (LIS) to gravity scheme which was under execution by the Irrigation Department caused a loss of Rs 80 lakhs to the State exchequer as a result the scheme could not provide benefit to the farmers. Moreover, the department made no effort to overcome the deficiency resulting in the scheme remaining incomplete and non-functional. Source told Early Times that a Lift Irrigation Scheme in sub division Nowshera of district Rajouri was converted to gravity scheme after incurring Rs 80 lakh which was made functional in 2003, but it could not provide reliable irrigation to the farmers due to leakages in the canal due to which, Irrigation Potential of only 400 hectares was created against envisaged Culturable Command Area (CCA) of 1100 acres. “The Irrigation Department made various mistakes in the execution of the scheme. The work was not executed in a planned manner to avoid wastage of resources. The department had not incorporated the degraded components in the project report of the scheme formulated for conversion. Moreover when the work of conversion was in hand, the pumping unit of the scheme was replaced in 2003 at a cost of Rs 25 lakhs, which functioned only for eight months and thereafter remained idle due to said conversion,” they said. They said further adding that the pumping machinery had not been dismantled as of 2008 and the idle pumping machinery could not be retrieved as the same could be utilized in case of failure of gravity scheme however, the pumping machinery could have been gainfully utilized elsewhere. “The poor planning of the Department can be gauged from that fact that the machinery which was lying idle since years together, which was proposed to be utilized at other Lift Irrigation Schemes but the parameters of this machinery did not match with the requirement due to which it could not be shifted to these stations,” they said. Despite repeated attempts, the concerned official could not be available for the comments. |
