JKPSC updates Business and Procedure Rules, violates UGC criteria

Jammu, Apr 13: The updating of the Business and Procedure Rules (2021) by Jammu and Kashmir Public Service Commission for various posts has created confusion among highly qualified youth as it violates the University Grants Commission (UGC) criteria of short-listing the aspirants for the posts of Assistant Professors in colleges.
Moreover, the new rules have granted more weightage to the interviews conducted by JKPSC with 30 marks while academic merit has been given weightage of only 70 marks, making the interview marks and power of JKPSC members decisive in the entire selection process.
According to the Business and Procedure Rules (2021), the marks granted for the short-listing of candidates for the posts of Assistant Professors in Higher Education Department, Ph.D is granted 15 marks, while as per UGC guidelines of 2018, Ph.D is granted 20 marks. The research publications, as per UGC guidelines, are given 6 points with each publication having 2 points but the same marks have been reduced to only 2 points by JKPSC, with each publication having 0.25 marks with a maximum of 8 publications.
“A researcher having three research paper can get 6 marks as per UGC guidelines but now to get 2 points as per JKPSC rules, a researcher would have 8 papers, which is totally unjust”, the aspirants said, adding that similarly, the Teaching/Post Doctoral experience (2 marks for one year each) has given 10 points by UGC but JKPSC has given 3 points to same qualification with 0.25 points for 3 months.
“It simply means a person who has taught for 3 years in college has got 3 points while his other experience will go in vain, while in UGC guidelines there is unambiguously clear that one academic year gets 1 point and 10 points for the maximum of 10 years of experience”, the candidates said.
Surprisingly the JKPSC has made it clear that viva-voice will be of 20 marks but in actual sense it is of 30 marks as a new clause has been added, which appears to be a clandestine attempt. “Apart from 20 marks of viva-voice, 10 more marks have been given to “Demonstration” and this demonstration is also to be given by the candidate before the interview panel by delivering a lecture on a topic. It clearly means the JKPSC has 30 points for the whole viva-voice and viva-voice will be the deciding factor”, the aspirants said.
The aspirants alleged that the entire exercise seemed to be motivated to make the interview a most determining factor, so that those who get good marks in the interview would be easily selected. “On one hand Union government has abolished the interview process for various posts, admitting the allegations of manipulation by influential candidates but JKPSC has given more thrust on interviews, making the exercise more questionable”, the aspirants said, adding that it was beyond comprehension as why not the UGC criteria was implemented by JK government even after abolition of Article-370 and devised its exceptional criteria after every few months.
An official of JKPSC pleading anonymity said that the Business Procedure Rules (2021) were only the guiding principles, which could only be applied if the recruitment rules sent by the respective departments which had forwarded the posts were silent on various aspects. “In case of Assistant professors’ posts, the Higher Education department is yet to send the recruitment rules and if the same rules will explain about the short-listing criteria and grant marks to various eligibilities (including Ph.D), the Business conduct rules will be superseded by the new recruitment rules of the JKPSC”, the official said, adding that even if the candidates have any objection regarding the rules, they could send representations to the Commission along with relevant explanation.
The Commission can make amendments in the rules if the objections of candidates will hold water, the official said.
