BLOs suffering due to multiple tasks and assignments

RAJOURI, July 6: Employees of Rajouri District are facing great hardship in performing their duties during the pandemic of covid 19 as many employees are engaged at more than one/multiple tasks viz.at covid care centres at panchayat level, covid containment zones, covid control rooms,covid control containment village committees, vaccination derives,covid management teams at block level,Lokmitras and supervised by punches,surpanches and BDO's.
Among all these BLO's are facing many problems, since BLO's are appointed by the Election commission of India who are the local government officials familiar with the local electors/residents and are voters/residents of the same polling station/area who assist in updating the electoral rolls using his local knowledge as mentioned in the chapter I of the handbook of BLO'S.
Being govt servant no employee can deny the duties assigned to them, particularly under National Disaster Management Act.But presently BLO'S mostly teachers are engaged in multiple duties in covid management and mitigation in addition to their duties and are displaced to the far flung areas, some of them are Lokmitras in other villages.ln a recent order BLO's are directed to conduct the survey of Migratory Tribal population at Tehsil/panchayat/village/level to the areas to which they are not familiar with.
When contacted they requested to the concerned authorities to kindly assign them the areas of their respective polling stations so that they can perform their duties properly during this pandemic.
When contacted Tehsildar Rajouri, he urged that BLO's shall only act as facilitators and if in any case certain excess happened that can be rectified . He also raised the concern that lists of such BLOs has been submitted by CEO Office to DC office and the direction are issued from there. Moreover this process is of shorter version not more than 20 days, he added.
