MJR-47 meets Delimitation Commission, presents case for DPs of 1947 | | | Early Times Report JAMMU, July 9: MJR47 presented the case before Delimitation Commission at Jammu for allocation of assembly seats for about 14 lakh DPs of 1947 from PoJK settled in UTJK and in other states of India. Earlier in reply to MJR47 letter in Nov 2020 for allocation of 1/3rd of 24 seats kept reserved for PoJK residents the Commission conveyed refusal as per Sec 14 of the JK Reorganization Act of 2019 and probably its brief mandate. The Commission in its reply quoted Sec 14 of the Act and said it's not in the purview of the Commission. But a minute perusal of Sec 14 tells that the 24 seats reserved for the PoJK area voters are in addition to the 107 seats as these will not be accounted in these 107 seats. The law makers at that time when had reserved some seats for the non-migrated residents of PoJK, would not have left out the migrated/displaced population from PoJK living in the Union of India and must have kept a tentative equal number of seats for DPs also. As such the DPs have a clear right on these seats and claim allocation of these 24 seats being wrongly deducted till date out of total 107 seats. MJR47 presented the case logically and legally before the Commission and also submitted a memorandum and copy of our arguments oral presentation to the Commission. We hope that the Commission will certainly take note of the matter and consider allocation of 24 seats to DPs of 1947 as expressed above. This allocation for DPs will largely mitigate the injustice and discrimination meted out to DPs for the last seven decades and will also help in creating balance of power in two regions.
