Out of a small piece of land measuring just less than 10 standard kanal . That produces the said materials uninterrupted for the last three years around the clock without fail. Even after producing approximately 12000 MT has not shown any sign of fatigue as claimed . What makes one wonder if the spot has not been touched ever for extraction of any kind of the material. There are not even the faintest signs of its being subjected to any kind of uprooting? Very hard to believe on scientific grounds, seem like Natarwal tricks of the famous tricksters. These strange unbelievable phenomena were subjected to find out its credibility and if any similarity elsewhere on this planet. This weird phenomena propounded and insisted upon by the Department has no mention In the entire geological history. It was revealed that under the grab of this unfounded theory, facilitated the agency to stealing material from river Ans , legally belongs to the of the Salal Dam area . The General Manager, Salal Dam brought this thievery to the notice of the District Development Commissioner Reasi through various representations, in writing as well approach in person. But bore no fruits perhaps this is the result to shield fellow Colleagues. Swindling of National property for personal benefits, it appears a number of high ups from Revenue, G&M ,Police , Forests and JK Pollution Board are deeply involved. This writer has been observing the behaviour of Ans, Rud and Chanab around Salal, right from Baradari Bridge Reasi upstream and beyond since 1977 till this date, witnessed two flash floods September 1992 and march 1996, analysed behaviour and impact, specified points of maximum off loading of sediments and the cause there after got and assisted to prepare soil conservation works in Gulabgarh and adjoining areas through the department of Soil Conservation Forests. On the basis of it a piece of land near the site got leased on measuring 15 local kanal from one Prem Singh for 7 years with effect from 01/94/2018. Thereafter project based permission was procured from the JK Pollution Control Board the concerned authority to establish a moveable crusher cum hot mixing plant, on the leased land. JK Pollution Control Board did not ask for the permission, a prerequisite and statutory one where from the crushing material has to be acquired, because Crusher and Hot Mixing plant was not to be deployed but operate to segregate the raw material. After managing the sanction, the Directorate of Geology and Mining, was approached for permission to operate the Crusher and Hot mixing plant on the leased land. Here is a knot to unveil the whole game plan. The Geology and Mining department is not authorised to grant permission for the crusher and hot mixing plant, which the company had already procured from the competent agency. The role of the Geology and Mining department is confined to allot mining blocks after due procedure in norms strictly adhered to. As such the Directorate of Geology and Mining was supposed to apply its mind to find out as there has been neither mention of the mining Block, nor has got any sanction for it, and then question arises on what grounds it has granted the permission. Above all on what grounds the department believed that this patch of land on which temporary Structures has been raised, for staff and other hands engaged to operated the machinery, beside machinery has to cover some area then how on a remaining dot shall provide required material for 7 years. Undeniable fact is that it has been every body’s knowledge from day one , for mutual interest, had an eye of river Ans .That falls very much under the jurisdiction of the NHPCC Itd a government of India agency .Agency has acquired a huge area under the land acquisition act from the State of Jammu and Kashmir and paid compensation for the construction of the Salal Dam.
Director, Geology and Mining J&K Government accorded the sanction for this little piece of land, knowing well , spot has not even in its wildest imagination can provide material of such huge quaintly for 7 years. His letter of permission bears No, 223/MCC/DGM/License/18/7594/99,Dated 31.01.2019, under scrutiny read word for word that M/S Kapcon Projects Private Limited has applied to operate temporary Stone Crusher and Hot Mixing Plant, exclusively for the construction and maintenance of roads in District Reasi under Central/State Government Projects . On a piece of land measuring 15 Kanals, bearing Khasra number 286 of village Gari Tehsil Thakerakote District Reasi for a period of 05 years from 30/01/2019 to 29/01/2024 under the provision Jammu and Kashmir Minor Mineral Exploitation and processing Rules, 2017. Nowhere in the order the Director Geology and Mining has indicated as per rules the name and number of the mining Block, from where the material has to be extracted , its location with GPS coordination and the size of the lock. Sanction granted exclusively for establishing the Crusher and Hot mixing plant to be placed at the leased land. Now question arises where from the last three years the Department of Geology and Mining allowed miners to take the raw material in the shape of minor miners, there is no machine so far developed to create such a material from suspended particles in the air. In this loot the Pollution Control Board is also involved who permitted to establish the plant in a place other than the leased land, so is the revenue department for not conducting proper Nishan Dehi, for which it had given revenue papers for the lease of land .Question arises should it be believed the theory of a quack, or action should be initiated against the director to shield thieves.
In the end but not the least, when this pilferage in connivance was brought to the notice of the authorities repeatedly time and again, why remedial measures were not taken till this date, perhaps monetary benefits are too tempting to listen to.
