It is pertinent to recall the SAC meeting held on 22.10.2019 which directed the proposal for regular promotions of Power development department be processed on fast track at departmental level without referring to Public Service commission as one-time exemption and whole process was supposed to be completed within two months by 30.11.2019 (GO No. 191-PDD of 2019 dated 23.10.2019).Accordingly in pursuance to the SAC decision, the empowered committee was constituted vide GAD order no-308- JK[GAD] of 2020, Dated-02/03/2020. However despite lapse of more than 15 months , the regularization orders are yet to see light of day.
The empowered committee under the chairmanship of Rohit Kansal Principal Secretary Power Development department having completed the marathon exercise of preparing, scrutinizing, examining the regularization proposals of 45 Executive Engineers and 179 Assistant Ex. Engineers as Executive Engineers /Superintending Engineers and Chief Engineers all of whom are retirees from year 2000 to 2018 were recommended to General administration department and after thorough scrutiny are now awaiting for placement before the establishment committee since one month.
In this context, the delegation of the JKEEGA also met Manoj Kumar Diwedi Commissioner/Secretary General Administration for expediting the placement of proposal before the establishment committee in the backdrop of the fact that these two proposals are of retires who have retired way back from 2000 to 2018 and many of them are ailing, expired or settled abroad since majority of them are more than 70 plus of age and have suffered a lot on account of the non-regularization since years.
