Making Govt employees accountable | | | After J&K’s transition into a union ter ritory, the government employees have been under scanner. Reforms have made them more accountable and efficient. The government has amended service rules and any employee who has completed 22-years of service or has crossed the 48-years of age can be shown the exit door if his/her performance is not upto the mark. The message is clear that the employees who fail to deliver can be terminated. Last month the J&K government dismissed 11 employees for their involvement in anti-national activities. In a recent move, the government has asked its employees to submit the details of immovable and moveable property owned by them or any member of their family or the property in which his/her family has interest. After August 5, 2019—when the Centre announced its decision to revoke J&K’s special status and divided it into two union territories—the work culture has changed drastically. Employees no longer keep the files pending, nor do they take leaves every now and then. They have realized that their jobs are no more secure and they can be sacked anytime. Prior to J&K’s reorganization, erstwhile political regimes made many attempt to dismiss the employees, who were found involved in corrupt practices. After getting dismissed these employees used to take a legal recourse and get their jobs back. But now the rules have changed. The government employees cannot amass assets disproportionate to their known sources of income. They have to give account of every penny they will spend. In the recent past anti-graft agencies like Anti Corruption Bureau have become very active and it appears that a strict vigil is being maintained over the employees. Even the retired government employees are under scanner. Since the day Manoj Sinha has taken over as the Lieutenant Governor of Jammu and Kashmir things have changed drastically. He has kept the administration on toes and has made it amply clear that the corruption won’t be tolerated. Strict instructions have been passed to all the Head of Departments (HoDs) to strictly monitor the activities of their subordinates and if anyone is found involved in any sort of illegal activity, strict action should be initiated against him. J&K is changing fast and so are the rules. The government employees are walking on a tightrope and they need to be careful if they want to keep their jobs intact.
