Cloudburst hits Kishtwar; 7 dead, 19 missing
 PM Modi, Amit Shah assure all possible assistance to families of victims

Tunder Dachhan, July 28: In a tragic cloudburst in remote Honzar village of Dachhan Tehsil in Kishtwar District, at least 26 people were feared dead. Seven bodies were recovered till late in the evening and 19 others were missing, officials said, adding that 17 others injured in the incident were rescued.
Locals told Early Times that it was around 9 PM when they heard a huge sound triggered due to cloudburst— followed by the flash floods that swept everything—including the dreams of many young souls who fall prey to this disaster.
Locals said that there was chaos and confusion among the people who rain for shelter.
The flash floods also claimed the lives of hundreds of livestock, 19 residential houses, 21 cow sheds and damaged two houses partially while 19 houses were destroyed fully.
Among the injured, five were female and twelve male and similarly among 7 dead, 3 were female and 4 were male.
The deceased were identified as Soja Begum, wife of Ghulam Mohammad, Ramila Begum, wife of Zubair Ahmed, Ghulam Nabi, son of Ghulam Rasool, Abdul Majid, sin of Nazir Ahmed, Zaitoona Begum, wife of Haji Lal Din, Touseef Iqbal, son of Mohamnad Iqbal and Ghulam Mohiuddin, son of Naseerullah. The locals said that due to no road link— it took 14 hours to the information to reach district headquarter. They added that the bad weather also hampered the rescue operation which was still continuing when this report was filed.
The villagers said that the tragedy is not new to them— it was horrific night of 20 December 2004 when 42 houses in the village got completely destroyed— but no loss of life was reported at that time.
Soon after the incident a Police team led by SHO Dachhan Vikram Singh and column of Army from 17 RR were first to reach the spot and launch the rescue operation. Medical teams including the team headed by BMO Dachhan Dr Anil Sharma reached the spot.
It took Early Times 11 hours to reach the affected village and return to nearest communication point after traveling 29 KMs.
SSP Kishtwar Shafqat Hussain Butt is the first senior official from district administration who reach the spot first followed by ADC Kishtwar Kishori Lal Sharma.
Among the politicians DDC Chairperson Pooja Thakur, BJP leader Sunil Sharma, Tariq Keen, NC leader Sunil Sharma are the few who either manage to reach the affected village or were on way to Honzar village.
Prime Minister Narendra Modi tweeted that the Central Government is closely monitoring the situation.
Teams of Police, Army and SDRF are engaged in rescue operation, which is still in progress.

A senior official said that six houses and one ration depot were also damaged in the flash floods.
Union Minister Amit Shah taking to micro-blogging site said, ‘’I have spoken to the LG & DGP of Jammu & Kashmir regarding cloudburst in Kishtwar. SDRF, Army & local administration are carrying out the rescue operation. NDRF is also reaching there. Our priority is to save as many lives as possible.’’
Meanwhile, SDRF teams from Doda and Udhampur were pressed into service for rescue operations, while another SDRF team is being airlifted from Jammu.
‘’One team of NDRF and SDRF team from Srinagar kept on standby for airlifting from Srinagar while one NDRF team was on way from Jammu towards Kishtwar,’’ an official said.
Jammu based Defence Spokesman Lieutenant Colonel Devender Anand said that two Indian Army Columns mobilised to assist civil administration of J&K in rescue operations in District Kishtwar.
‘’First Army column mobilised early in the morning and joined the civil administration of J&K in the rescue operation. Second Army column reaching shortly,’’ he said and added, ‘’one SDRF column ready to be airlifted from Air Force station Jammu, subject to weather clearance.’’
Deputy Commissioner Kishtwar, Ashok Sharma said, ‘’There is a population of 8 to 10 houses from where the cloudburst is reported. Rescue teams are dispatched to the spot which is an on-foot travel of a few kilometres.’’
The MeT has also sounded weather alerts with advisory.
‘’At present, it’s cloudy at most places of J&K with thunderstorms and rain at some places of Poonch, Rajouri, Reasi and neighbourhood,’’ Sonam Lotus, Director IMD, J&K said.
He said that widespread intermittent rain will most likely continue till July 30 and heavy rain is also possible at some places.
In an advisory, the MeT said that it may lead to flash flood, mudslide, landslide and water logging (low lying areas).
‘’Accordingly, people are advised to remain alert and very cautious as water levels have increased in all rivers. Don’t venture out on hilly and landslides, mudslide prone areas,’’ said Dr Lotus.
Kishtwar police is making announcements in their respective jurisdictions appealing people to stay alert and shift to safer destinations.
Moreover, in view of incessant and heavy rainfall in Kishtwar district, water level in most of the Rivers and Nallahs is continuously rising and most of them are heavily flooded.
‘’There is every apprehension of landslides in Hilly areas,’’ police said.
Kathua and Kishtwar District Police have also established a help desk and people are advised to stay at home and not to move close to any water body.
In case of any emergency, people can contact the officers and helpline numbers of police.
