Lecturers' Forum demands regularisation of incharge lecturers

Jammu, Aug 1: All J&K Plus Two Lecturers’ Forum has demanded regularization of all incharge lecturers at an earliest.
The monthly meeting of Forum was held under the chairmanship of its President, Deepak Sharma through virtual mode wherein the Forum demanded regularisation of all Incharge Lecturers and also raised other issues concerning Plus Two Cadre threadbare.
Deepak Sharma said that Forum is fortunate that many issues of cadre have been resolved one by one by the dynamic Principal Secretary SED, BK Singh but a large no of incharge Lecturers are still awaiting their regularisation since 2013 and only six subjects Lecturers that too partially have been regularised and adding salt to their injury, many are being made to work in incharge capacity only without charge allowance.
He demanded expediting of regularisation of all incharge incumbent/retiree Lecturers including left out Lecturers and other officers including Principals and higher officers pending for want of various reasons and provision of charge allowance at all levels including incharge lecturers. Forum regretted that in this digital age, when whole world is working online and even Civil secretariat is functioning without Durbar move through e-governance, still posting details are being sought on one or other format for vigilance clearance time and again leading to unnecessary delay in regularisation.
Forum further demanded that adequate staff must be provided in Schools at all levels before any decision is taken on reopening of Schools as about more than 300 Hr Secondary schools are lying headless and a large number of posts of subject Lecturers are vacant and demanded release of promotion list of Principals at the earliest and provision of Lecturers through PSC/DPC and adjustment of those lecturers still not adjusted or academic arrangement to provide immediate relief in the interest of students.
Principals present demanded immediate issue of Admission notification in respect of Hr secondary classes by JKBOSE as same has been delayed considerably.
Forum further hoped that burning issues and grievances of 10+2 cadre like Assured Career progression (ACP)/ Time Bound Promotion and Induction Quota into KAS in favour of Plus Two Lecturers till the proposed Education Adminstrative Service (EAS) is constituted from the Academicians/officers drawn from School Education department will also be resolved by the government on priority. Speakers present hoped that other demands including Removal of pay anomalies of principals and senior officers and Non vacational status to Principals/ Head of Schools, provision of charge allowance in all promotions/placements, restoration of 40% college quota, provision of Earned leave to teaching community and Regularisation of Physical Education lecturers and removal of their pay anomaly will also be acceded to on priority basis.
Proceedings of the meeting were conducted by General secretary RS slathia and technical coordination was provided by vice president Anil Sharma.
Those who deliberated in the meeting were former president NS Jamwal, Advisor Charan Dass , chief organiser Sanjay Bhagat, Distt presidents Imtiaz Qazmi, Ashok Sharma, Fazal Hussain, AR Giri, Jatinder Sethi, Anis Ahmad, Manoj Anand, Ajay Sehgal, Sudesh Sharma, Rajeev Sharma, Kamal Bhagat and others.
