SC, ST Retired Employees Forum hails HC order | | | Early Times Report
Jammu, Sept 11: The All J&K SC and ST Retired Employees Forum in its monthly meeting held under the chairmanship of Prof. (Dr.) G. L Thapa, President of the Forum, hailed the decisions/orders of the High J&K in a case where the High Court have placed on record its anguish and disappointment with the matter in which the Union Territory and its predecessor the State of J&K has been carrying out the Reservation Rules. It is also a fact that none of the department in the UT have maintained Reservation Roster Register as per requirement of the Reservation Rules,2005 nor have clearly and correctly maintained the Reservation Roster in any deptt., despite of the fact that wherever these rules/instructions are not being followed , this short fall is required to be recorded in the Annual Performance Report of the concerned officer but unfortunately none of the accepting officer has ever taken a note of it, while accepting the Annual Performance Report of the official/officer of the concerned deptt., with the result no procedure is being followed to implement the Reservation Rules in letter and spirit. The High Court have rightly said that not following the Reservation Laws by the Administration, it has given ample opportunity to corrupt officials in the Government to manipulate/diversion of quota to either benefit or deprive some body of the benefit of reservation. |
