Post August 5 benefits percolating in J&K: Raman Suri | | | Early Times Report JAMMU, Sept 12: Bharatiya Janata Party (BJP) J&K Executive Member Raman Suri said the people who questioned what Jammu and Kashmir got after abrogation of Article 370 must see how tribal communities are going to get their rights under the Forests Rights Act (FRA), which in turn will help them get empowered and also strengthen biodiversity and economic development, improve their livelihood and encourage adaptive use of environment. Suri said the decision of Lieutenant Governor Manoj Sinha to implement FRA in letter and spirit in Jammu and Kashmir will directly help over 12-20 percent population of Scheduled Tribes who until now were denied their rights because of the non-applicability of central laws in this UT. He said that after 5th August 2019 about 106 new laws, in addition to many previous ones, were extended to Jammu & Kashmir and the Forest Rights Act (FRA) is one amongst them, which aims at benefitting the tribal community socially, economically and politically. The FRA, he said will now protect tribal communities against forced displacements and give them grazing rights, access to water resources and forest products, except timber. FRA, he said, is going to be an absolute game changing historic decision. He said the new law will also empower the village committees to govern community forest resources and collect, use and dispose off the minor forest produce. "The socio-economic development of Gujjar-Bakerwal community including Gaddi-Sippi is on top priority of the Government of India, which is why Jammu and Kashmir administration is implementing FRA after clearing all bottlenecks in one go. Establishment of mini sheep farms, milk villages, skill development programmes, giving scholarships, setting up seasonal schools and residential schools besides distribution of e-learning tablets and enhancement of salary of seasonal teachers are all aimed at making the Gujjar Bakerwal community live with dignity while carrying on their traditional works with much ease," said Suri. |
