Despite court order bureaucracy in no mood to help UT students | 5000 JK families set to starve as admin denies admission for para-medical courses | | Jehangir Rashid

SRINAGAR, Nov 23: Justice Sanjeev Kumar of Jammu & Kashmir and Ladakh High Court had through an order on 8-9-2021 directed the Jammu & Kashmir administration to allow the para-medical institutes operating in the union territory to carry out admission for the various courses in these colleges. In his order Justice Sanjeev Kumar wrote, “Having said that, I am of the view that the grievance of the petitioners can still be considered by respondent No.1 taking in consideration the following factors:- i) That the petitioners-Institutes are recognized by the Indian Nursing Council and have necessary infrastructure to conduct the courses of ANM/GNM. ii) That the petitioners-Institutes could not be accommodated by the BOPEE by making admissions to their Institutes due to poor response from the candidates seeking admission to GNM/ANM courses.” The order was passed by Justice Sanjeev Kumar on a petition filed by the Association of Para-Medical Institutes through its President Dr. Hafizullah Naik. The association had moved the court with the plea that they are not being allowed to carry out admission for the diploma courses of ANM, GNM and Female Multipurpose Health Worker (FMPHW). The petitioners had submitted that they are not being allowed to carry out the admission of students who want to get enrolled for these courses once they are not able to get admission in government run para-medical colleges and institutes. They said that the practice has been disbanded for the past couple of years much to the disillusionment of the aspiring students. Although, the court order was issued some two and months back there has been no headway in the matter with the Jammu & Kashmir administration ‘adamant’ not to allow the private para-medical institutes to carry out admission process of ANM, GNM and FMPHW courses across the length and breadth of the union territory. Meanwhile, talking to Early Times owner of one of the para-medical institutes said that the Jammu & Kashmir administration is hell bent to destroy future of union territory students with the aspiring students forced to go to neighbouring states like Punjab and Uttar Pradesh so as to take admission for such courses. “Once Jammu & Kashmir became a union territory it was said that all the central laws would be applicable, but that was not to be. At the central level the students willing to take admission in these courses ought to have 45 percent marks in the 10th class examination while as in Jammu & Kashmir the same has been set as 50 percent,” said the para-medical institute owner. The para-medical institute owner said that around 150 para-medical institutes are having no fresh admission for the courses like ANM, GNM and FMPHW. He said that same is the case with the para-medical institutes being run under the aegis of government adding that there seems to be ‘clandestine’ understanding of bureaucracy in Jammu & Kashmir with the para-medical institute owners of states like Punjab and Uttar Pradesh. “Around 5,000 families of Jammu & Kashmir are all set to starve since the employees working in the para-medical institutes are not going to get the salary. As no fresh admissions have taken place no revenue has been accrued and as such no salary can be paid to the employees working in such institutes,” said the para-medical institute owner. It would be in place to mention here that the High Court had allowed the Department of Skill Development to carry out admission of students who could not make it to government run diploma courses and aspired to take admission in the private sector. |
