Power Employees, Engineers resent JV of JKPTCL, PGCIL

JAMMU, Dec 11: Power Employees and Engineers under the banner of JKPEECC an amalgam comprising of various Unions of PDD led by Er. Sachin Tickoo, General Secretary JKEEGA and Convenor PEECC Jammu, Er. Jaipal Sharma, chairman JKPEECC Jammu & President DEA, Sanjeev Bali, PPEU, Anil Slathia, Lineman and Workers Union, Kulbir Singh, EEU, H.D Singh, TEF Tarun Gupta, ,PDDEU, Balbir Singh Draftsman Asso., Jasbir Singh ITI Employees, Gurmeet Singh, Purshottam Kumar CNGEU among others held meeting here in Jammu on the issue of formation of a joint venture company namely JK Grid Company Ltd with constituents as JKPTCL and Power Grid Corporation of India Ltd. The coordination committee deliberated the modalities of the company being incorporated and strongly resented the move of the Government not taking the employee representatives on board. The members termed this decision as a unilateral and a brazen injustice with the employees future career prospects.
The members discussed threadbare the communication received by the UT government from Ministry of Power dated 01/09/2021 which was purely an advisory in nature. In the backdrop of that communication, a draft agreement of a proposed Joint Venture between JKPTCL and PGCIL Ltd has got leaked into the public domain invoking sharp criticism of the hasty manner in which such action has been initiated without taking the employee associations on board.
All rung of employees are apprehensive of the move as we have in past witnessed the fate of the Joint venture company like CVPPPL which was a joint venture company floated on same concept of harnessing the hydro potential and NHPC and JKSPDC/JKPDD were equivalent share holders.
However with passage of time, there is a complete monopoly of NHPC Ltd with Chairman and Managing Director both from NHPC and position of Joint Managing who supposedly as per agreement from JKPDD/SPDC lying vacant since 2015. The top level management has all been taken over by NHPC .Moreover the employees of JKPDD on deputation to CVPPPL are either not given position commensurate to their status in JKPDD and are also victimized on one pretext or other.
Accordingly formation of Joint Venture Company "JK Grid Company" in haste without discussing the modalities of each and every clause with the employee representatives under the banner of "Jammu and Kashmir Power Employees and Engineers Coordination Committee" shall not be acceptable to the employees across Power Development Department and this move shall be opposed tooth and nail. The trust deficit between the employees and the government on this issue has further increased due to the unilateral approach adopted by the government.
Association made a fervent appeal to Lieutenant Governor Jammu and Kashmir, Principal Secretary PDD that such decision be put on hold and talks with the coordination committee be initiated to deliberate on the issue to dispel the apprehensions of employees. The coordination committee shall be forced to proceed on UT level Work Boycott Call on the issue from 18th Dec 2021 if such draft agreement is not withdrawn on immediate basis and talks are held on the subject in cordial manner at an earliest. The coordination committee held similar meeting under leadership of Er Munshi Majid Ali, President JKEEGA in Kashmir region and decided on the same agitational programme.
