Govt order can lead to exploitation | | | Last week, the J&K administration issued an order, requiring all employees working in various Government Departments, PSUs and Organizations to upload their monthly achievements or performance on J&K Employees Performance Monitoring Portal by or before 7 of every month from March. Thereafter all the reviewing and Controlling Officers shall review the self assessment of their immediate subordinates by 15th of every month. The order, as per the government, has been issued with a view to have an “objective” assessment of work done by employees working in various Departments, Organizations and PSUs. The rationale behind the move, as provided by a government circular on the issue is that the initiative besides providing a mechanism of “self appraisal to the employees shall also provide a tool to the respective reporting or controlling officers for better performance monitoring and human resource management.” The deftly worded order and the circular sounds good. It seems as if it would bring the end to the governance deficit in Jammu and Kashmir. In reality, it is fraught with dangers. It could bring about corruption. The senior officers, called “immediate controlling officers” may take undue advantage of the position assigned to them. It could bring about an increase in corruption and the “controlling officer” may seek bucks from subordinates for better appraisal. The controlling officer can settle personal animosity with the subordinate also. Most importantly, the order threatens exploitation of a female subordinate(s) by the controlling officer. It could bring about sexual exploitation. The government’s intention may not be faulted with, but are there not enough measures to ward off the undesirables. The first and foremost questions requiring an answer is the need for such a performance audit when there is already enough paraphernalia to check the performance by the employees. If the measure so taken is so important, the government should have kept mechanisms to prevent corruption and exploitation, especially physical ones, more so against the fairer gender. If the government’s answer is that it has constituted legislation and constituted committee against sexual exploitation at work place, it needs to have a relook at the latest order. Hardly anyone comes forward given the societal repercussions. What needs to be appreciated is that the sexual harassment at the workplace discourages women’s participation in professional work, thereby adversely affecting social and economic empowerment and the goal of inclusive growth. |
