DB disposes of PIL regarding withdrawal security cover provided to separatists | | | Early Times Report JAMMU, Mar 2: In a Public Interest Litigation filed by Deewakar Sharma seeking withdrawal the security cover provided to the Separatists as well as Hurriyat Leader and other persons who are indulging in anti-national activities against the national interest in the State of Jammu and Kashmir and not to spend any money from State exchequer on the boarding, lodging, travel and medical expenses of such persons and that Biometric Attendance System should be installed in all Government Offices. A Division Bench of Jammu & Kashmir High Court Comprising Chief Justice Pankaj Mithal and Justice Sindhu Sharma expected that all Government Departments where such a system is installed to strictly adhere and to use it as effectively as possible. It will be open for the parties to raise issue of Biometric Attendance System before the concerned departments if they are unable to operate the system effectively. When the PIL Came-up for hearing, DB observed that it has been stated that the Bar that the security cover provided to the private respondents have now been withdrawn except for respondent no. 12 who is provided security cover by the local police. A report of the Director General of Police has been placed before us, which we have perused. It specifies the reasons for providing security cover to respondent no. 12 through local police. DB further observed that respondent No. 12 has been provided security on the peculiar facts and circumstances on the case to case basis which appears to be quite fair. The report of the Director General of Police is directed to be kept on record in sealed cover. It is also stated that now no money is being spent from the public exchequer on the boarding and lodging of the private respondents. As regards, the Biometric Attendance System is concerned, it has come on record that such a system has been installed in almost all the Government departments but in some places it is not being effectively followed. Upon this Division Bench expected that all Government Departments where such a system is installed to strictly adhere and to use it as effectively as possible. It will be open for the parties to raise issue of Biometric Attendance System before the concerned departments if they are unable to operate the system effectively. —JNF |
