Jammu, May 5: An influential Panchayat Secretary of the Rural Development Department (RDD) Jammu has been sitting in Relief and Rehabilitation Department Jammu without deputation order for the last twenty years. The alleged employee has been withdrawing his salary from his parent department despite having knowledge of his illegal posting in Relief Department in violation of Service Rules. As per RTI reply, the document of which are with Early Times disclosed that a Panchayat Secretary Karan Singh of Rural Development Department has been working in Relief and Rehabilitation Department for the last more than 20 years without deputation order, which are mandatory for any government employee, who is posted in other department from parent department.
But in this case the Civil Service Rules (CSR) was overlooked. It was very shocking to know that not only his parent department (RDD) even the Relief and Rehabilitation Department didn’t even bothered to take note of his illegal deputation, which clearly indicates that the alleged panchayat secretary was obliged by the both departments. As per Civil Service Rules, the maximum deputation can be of four years but both aspects were deliberately ignored including his illegal deputation in Relief Department and his 20 years of staying.
The information which was sought from the Relief and Rehabilitation Department under RTI Act 2005 about the list of regular employees with names and designations, who are on deputation in Relief Department other migrant employees. As per the reply which was received by the information seeker there were four regular employees who were deputation but interestingly the deputation orders were provided of all the employees except Karan Singh (Panchayat Secretary) and the remarks which were given in the reply were that the deputation order of Karan Singh could not be traced out but as per reliable sources in the Relief Department, there was no deputation order in his name.
When Early Times contacted the Director Rural Development Department Jammu Mumtaz Choudhary about the matter, he was clueless about it and said that he would inquire about it.
Meanwhile, Commissioner Relief and Rehabilitation Department Migrant Ashok Pandita didn’t pick up calls despite repeated attempts.
