RAJOURI, May 21: Divisional Commissioner Jammu, Ramesh Kumar, today paid a visit to Rajouri and took a comprehensive review of the developmental activities being carried out in the district here in a meeting of the concerned officers.
Officers who attended the meeting included DC Rajouri, Vikas Kundal; SSP, Mohd Aslam; ADDC, Pawan Kumar; DFO Nowshera, Neelima; ADC Rajouri, Sachin Dev Singh; ADC Nowshera, Sukhdev Singh Samyal; ADC Sunderbani, Vinod Kumar Behnal; ADC Kalakote, Krishan Lal; ADC Koteranka, Surinder Mohan Sharma; Commander 31 BRTF, KRJ Reddy; ACR, Imran Rashid Kataria; SDM Thanamandi, Vikas Dhar; SE Jal Shakti, JP Singh; SE PWD, Nissar Hussain; CPO, Mohammad Khurshid and others.
At the outset, the DDC briefed the meeting in detail about the physical and financial progress achieved in various schemes and programs being implemented by different departments in the district.
Taking stock of the financial progress under District Capex budget 2021-22, against the total outlay of 91959.16 lacs, the total expenditure incurred as of now is 83.87 percent. While taking note of meagre expenditure by some sectors, the Div Com directed to achieve the financial targets with the shortest possible time, and directed for 100 percent expenditure under different schemes.
Similarly, while reviewing the sector wise physical progress under District Capex budget 2021-22, the meeting was informed that out of 3956 works, 2629 works have been completed.
While reviewing the progress made under the PWD sector, it was informed that out of 06 schemes under CRF including three bridges and equal number of roads, the work on 01 scheme is complete while the rest are under different phases of execution. Giving details of the progress under NABARD, it was apprised that out of 84 schemes, the work on 18 schemes is complete.
Discussing the progress under the PDD Sector, the Div Com took detailed stock of various schemes including PMDP-R, PMDP-U, DDUY and IPDS.
The Div Com asked the SE PDD to ensure that the unscheduled power cuts are avoided and proper schedule should be maintained while providing power supply to the general public so that they don’t face any inconveniences.
He also asked to rectify the faults in electrical equipment as soon as possible as and when they occur. He also advised SE PDD to shorten the response time, and ensure that the Officials should be made available for the at gross root level.
The Div Com also set 30th May as deadlines for floating tenders of the projects under District Capex budget. Under Ayushman Bharat, it was informed that 443472 beneficiaries have been registered under the scheme. While taking stock of the progress under SBM, against the target of 4658 units, the work on 4100 units is complete. Similarly, while reviewing the progress regarding the construction of a community sanitary complex, the Div Com asked to take appropriate measures for the proper maintenance of the CSC.
Seeking the progress regarding the registration of the labourers on e Sharm portal, it was informed that 184592 labourers have been registered on the portal as on date.
The Div Com also reviewed the progress on various schemes being implemented in the district under Mission Youth and asked the concerned officers to ensure that maximum unemployed and educated youth of the district are covered under these schemes.
Discussing the restoration of water bodies and water conservation efforts, He also asked the concerned officer from the RDD to make dedicated efforts to conserve and preserve water and also achieve the targets under the Amrit Sarovar Mission at the earliest.
Regarding the progress under PMAY-U, it was apprised that against the Target of 2155 houses, the work on 298 are complete. The Div Com instructed the EO MCs to expedite the progress and make sure that the set targets are achieved within the shortest possible time.
Taking stock of the progress under PMAY-G, it was informed that against the target of 30661, as many as 14428 houses have been constructed.
While reviewing the livelihood generation activities being carried out under NRLM, the Div Com asked the concerned officer to provide better market linkages to the SHGs so that they can sell their products in a hassle free manner.
Regarding the implementation of JJM, the meeting was informed that as many as 293 schemes have been approved for the district at an estimated cost of Rs 1723 crores under the Mission out of which the work on 01 scheme is in progress. He also said that the work on the rest of the schemes would be started shortly.
Taking stock of the progress under languishing projects, it was informed that out of 222 projects, the work on 122 projects is complete in all respects.
Reviewing the measures being taken to curb the menace of drug abuse from the district, the Div Com asked the concerned officer to take effective measures to keep the youth away from the drug abuse and chanelise their potential towards positive direction.
Similarly, the Div Com also reviewed the progress made under other schemes like PM Kisan, KCC, Soil Health Card, PMDP, PMKSY, PMSSS, PMAGY, ISSS, NSAP, Bunkers, scholarship schemes, BADP etc.
Issues impeding the developmental projects were also discussed threadbare in the meeting wherein the Div Com said that interdependent coordination is a must to resolve developmental bottlenecks and timely completion of works. He asked the officers to work in tandem to achieve set targets in set timelines for the larger public interest.
While addressing the officers in the meeting, the Div Com asked them to make dedicated efforts to provide prompt and hassle free services to the general public and also take effective measures to redress their genuine grievances in a timely manner
Stressing on the better implementation of the welfare schemes and programs on ground, He directed them to publicise welfare initiatives and ensure that maximum people are covered under the schemes and no eligible beneficiary is left out from availing the schemes.
The officers have also been directed to personally visit all the works of their departments and regularly review the progress for the expeditious completion of works.
He directed the officer to make grievance redressal the utmost priority, and also advised to achieve the deliverable targets.
He also advised the Officers to ensure better implementation of CSS at the ground level and ensure that the benefits should reach to all.
Later, the Divisional Commissioner interacted with Public representatives, DDCs, BDCs, Civil Society members to discuss the public issues which needs to be resolved on priority and other developmental issues.

They put forth issues seeking improved road connectivity, strengthening of staff in schools, health care centres, up gradation of Jal Shakti and power infrastructure, development of water bodies and other issues of public concern.
Specific issues discussed included proper development of the tourist spots of the district, implementation of Jal Jeevan Mission; lift irrigation scheme of Beripatan to be made functional, delayed payments under Bunkers, sanctioning of post of radiologist in GMC&AH etc.
Other issues included sanctioning of two additional borewells for Rajouri town, mini secretariat, work on NH144A to be expedited, sanctioning of a women college for Rajouri, augmentation of health infrastructure, dilapidated condition of BGSBU road, illegal mining to be curbed etc.
Some more issues were start of work on Budhal to Shopian road, sanctioning of tribal funds for Siot, repair of old jal Shakti schemes, need based Jal Shakti daily wagers to be regularised, repair and renovation of irrigation canals, inclusion of left out beneficiaries under PMAY,
Other issues included erection of a BSNL Tower and sanctioning of a bank branch at Qila Darhal, structure compensation, proper development of Mankot park, first installment under refugees package to be released to the left out beneficiaries, lack of coordination between Line departments and DDC Council, implementation of DD council’s decisions, Budhal Niabat to be made functional, PMGSY Phase-IV to be started, work on circular road to be completed at the earliest, construction of chowks in the cities, making Mughal road a all weather road, compensation for road projects etc. |
