6/30/2022 10:29:03 PM
Early Times Report

Jammu, June 30 :All Jammu Based Employees of Reserved Category rendering their services in Kashmir Division of UT of Jammu and Kashmir are on continuous peaceful protest since 1st of June, 2022, raising various slogans and demanding redressal of their genuine demands and issues in the wake of recent selective and target killings of non-local employees including that of Mrs. Rajni Bala who was serving as a Teacher at Government High School, Gopalpora, District Kulgam in Kashmir Division.
The demands included framing of a concrete Inter-district / Inter-division Transfer Policy and implementation of the same in time bound manner after fixing a tenure of 5-years of services in Kashmir Valley, Utilization of services of employees posted in various districts of Kashmir division in their respective home districts and not to pressurize the Jammu based employees to resume their duties or in any manner whatsoever it may be in these prevailing circumstances till the ground situation becomes conducive in the Valley.
After the exodus of 1990’s, the 1st Batch of Jammu based reserved category employees was appointed in Kashmir Division way back in the year 2006. Since then the reserved category employees have started serving at various departments in different districts of Kashmir Division. They are neither appointed under return and rehabilitation policy nor bound by way of any Undertaking / Affidavit / Bond for the claim of transfer.
The Jammu based employees are staying in the rental accommodation mostly in far flung and remote areas of Kashmir valley as of now for the sake of livelihood, keeping aside the social as well as family obligations towards their families as a son / daughter, a parent and spouse.
With the abrogation of Article 370 and 35-A on 5th August, 2019 and formation of UT of Jammu and Kashmir, hopes and aspirations of employees were raised manifold including that of framing of new Inter-district / Inter-division Transfer Policy. But nothing concrete has come out so far regarding Transfer Policy.
A couple of days back 5-members delegation of Core Committee of All Jammu Based Reserved Category Employees Association Kashmir met Hon’ble Lt. Governor, Sh. Manoj Sinha submitted the memorandum and apprised him about their demands and issues.
The Hon’ble Lt. Governor gave a patient hearing to the issues raised by the delegation and assured that an appropriate action would be taken to address their genuine demands and issues. The Association expressed its sincere gratitude to Hon’ble Lt. Governor for his favourable and kind assurance and expects the same to be actually done and implemented on ground soon.
The delegation which met Hon’ble Lt. Governor comprised of Core Committee members Mr. Romesh Chand, Mr. Vipan Kumar, Mr. Devinder Bangotra, Mrs. Madhu Bala and Mr. Anil Bhandari.
