Rahul Sahai holds meeting, lists issues | | | Early Times Report
Jammu, Apr 7: Rahul Sahai Chair PHDCCI Jammu Interacted with Sh R K Singh, Joint Secretary DPIIT & Dr Kajal, Director DPIIT regarding issues faced by Industry regarding NCSSID Portal and hiccup’s in setting up new Industrial units in J&k also Submitted memorandum in Jammu .Stressed upon more coordination between DPIIT and J&K UT’S department of Industries , power , Revenue etc. For resolution of issues. Rahul Sahai, Chair PHDCCI Jammu Chapter met with Mr R K Singh ( IAS) Joint Secretary DPIIT & Dr Kajal Director DPIIT, Govt. Of India in Jammu to discuss and deliberate on New Central Sector Scheme for Industrial Development of J & K. thanked them for inviting and providing PHDCCI an opportunity to discuss and deliberate on New Central Sector Scheme for Industrial Development of J & K. Sahai said that there is a dire need for coordination between DPIIT and other UT’s Departments like industry , power , Revenue to solve issues so that units could start production as early as possible. Rahul Sahai raised several issues related to industries in J & K. He said that Udyam Registration should be the main document instead of EM part 2. He informed that J & K is the only UT where both the documents are valid . Where as in whole country only Udyam registration is valid and suggested to keep only one, preferably Udyam Registration.Regarding IDS pending claims, Sahai said that there are some claims pending which were submitted just 1 month later of the due date because of covid and portal issues and requested to clear those Asap . Sahai also informed that there are some units which are still not registered by the department till date under IDS 2017 scheme though they have applied well in time before year 2021. Sahai recommended immediate Disbursement of Incentives. He said that not even a single penny is disbursed till date to any unit under new scheme, though package was announced in Feb 2021 , Requested to disburse amount asap .Regarding power situation sahai said that Quality power supply of 24 hours is the need of the hour. He added that taking power and diesel together, power cost is going upwards at Rs.10 per unit. In addition UPS and diesel sets are required to be invested in, that increases the project cost. He informed that new units are facing difficulties in power sanction as power system up gradation is going at its own slow pace. Sahai requested to expedite registration of pending units who have applied. He said that currently as seen on JKNIS portal, 805 applications are received for registration, and only 415 are approved, out of which we feel more than 300 units are old units registered only to avail WCIS (max 20 lacs per unit per year for 5 years). So in total, only 100 applications (Existing units undertaking expansion and New units) are currently registered on the portal. He Recommended Fast track of registration of new units and units under expansion Sahai recommended Special Budget provisions for units in pipe line. He said that there is a time lag to apply at the portal, as one can only apply when one has bank sanction, pollution, and land all in place, and it takes another 3-6 months for registration after application, and this lag can be around 1 year for some cases. So nobody knows, how much allocated amount is deducted from the budget by that time, when one unit is fully registered on the portal. He said that industrialists need some assurance /confidence that after investing he will be registered with in the left budget in new scheme.
