Court rejects closure report by Anticorruption Bureau in Udhampur's illegal mining case | | | Early Times Report JAMMU, July 19: The Additional Sessions Judge of Udhampur, Dinesh Gupta, has rejected the closure report submitted by the Anticorruption Bureau (ACB) in the FIR No. 1/2016. The judge has directed the bureau to conduct further investigation into the case. The FIR was filed based on a complaint against the Public Works Department (R&B) Division in Udhampur, alleging the misappropriation of funds amounting to Rs. 24.25 lakhs. The complaint stated that the department had drawn funds for the construction of a bridge over Devak Nallah at Benisang, although no such bridge had been built. It was discovered that the Executive Engineer of the PWD (R&B) Division, Udhampur, had floated a tender for the repair of a foot suspension bridge over River Tawi at Benisang without proper technical sanction, which is a prerequisite as per the rules. The funds allocated for the construction of the Devak Nallah bridge were allegedly misused for various purposes, including repairs to the existing bridge and unauthorized payments. After reviewing the closure report, the judge noted inconsistencies in the estimates, tender amounts, and contract rates provided by the department. The variation in costs and the lack of explanation for these discrepancies required further investigation. The judge rejected the closure report and directed the ACB to investigate these aspects and file a final report at the earliest. This decision by the court indicates the importance of thoroughly examining financial transactions and potential illegal advantages given to contractors in order to ensure transparency and accountability in the case. |
