J&K Pollution Control Committee's inaction impacts industrial sector | | | Early Times Report JAMMU, July 20: The J&K State Pollution Control Committee has been facing severe setbacks since the post of Chairman fell vacant on May 1, 2023. With approximately 400 to 500 files of industrial units pending approval, both existing units and prospective investors are suffering due to the non-issuance of Consent to Establish and Consent to Operate for Orange and Red Category projects. The delay in obtaining necessary approvals has hindered the registration of prospective investors under the NCSS 2021, as they require valid Consent to Establish before applying for registration on the portal. Furthermore, existing units are unable to renew their licenses, bank limits, and apply for fiscal incentives without a valid Consent to Operate. This delay has not only affected industrial units but also impacted the implementation of massive investment proposals approved by the Industrial Department. The absence of Consent to Establish has prevented unit holders from obtaining provisional registration and has hindered the timely completion of projects, potentially leading to capital flight to other states offering more streamlined industrial processes. Industrial leaders, including Lalit Mahajan Co-Chairman Federation of Industries Jammu and President Bari Brahmana Industries Association, have urged Lt. Governor Manoj Sinha for immediate intervention to appoint a new Chairman for the J&K Pollution Control Committee. In the meantime, they propose delegating powers to the Member Secretary of the Committee to clear pending files, ensuring smoother operations for the industrial sector. |
