After former incharge GMC principal, CB gets complaint against Addl Secy of Transport Deptt for tampering his DOB

Jammu, July 26: A few days after Crime Branch registered a case against former incharge Principal Government Medical College Jammu Dr Shashi Sudan Sharma for “tampering her age in documents, another complaint has been lodged with Special Director General of State Crime Branch, J&K against a senior officer of Transport Department for allegedly tampering with his Date of Birth and name.
According to the details available with Early Times a complaint against Additional Secretary, Transport Department, Raj Mohammad (JKAS) has been lodged by a junior assistant of the department.
The complainant in his complaint, a copy of which is with Early Times, has alleged: “On 09/03/2022, I received a WhatsApp message on my mobile from mobile No. 941914806 which was of my senior officer namely Raj Mohammad, JKAS who is posted as Additional Secretary, Transport Department, Civil Secretariat, Jammu wherein he forwarded the pictures of his Driving License bearing No. JK-020090045739, Date of Birth Certificate issued by CBSE bearing No.179937 and Aadhar Card bearing No. 364220921918. He immediately after sending the aforesaid documents on my WhatsApp number called me and directed me to edit his DOB on his Driving License bearing No. JK-020090045739. The DOB mentioned in the Driving License, issued on 24.05.2009, was reflected as 13-03-1975, whereas the documents sent by him on my WhatsApp reflected his Date of Birth as 12-03-1975. The same DOB was also reflected in his bio-data which is available on the website of the General Administration Department (GAD) J&K.”
The complaint further states: “Since I was posted in the office of ARTO, BOI (Goods), Warehouse, Jammu and was not competent to deal with' the Driving License issue but on his persistent request and subsequent pressure, I handed over the photocopies of documents to concerned ARTO and thereafter, after some days, I came to know that his DOB has been changed/corrected from "13.03.1975' to "12.03.L975", which was quite surprising and shocking for me as there is no provision of correction of date of birth in SARATHI Portal and to this effect several applications and even court cases have been filed against the department, but not a single case is within the knowledge of anyone wherein the changes have been made by the RTO Office, Jammu, except the only one exceptional case of Sh. Raj Mohammad, Additional Secretary, Transport Department.”
“Not only Date of Birth, there are different names on different documents of the said officer i.e. on school certificate the name is mentioned as "RAJ, MOHD" S/O "HABI BULL-AH" whereas on driving license the name is mentioned as "RAJ MOHAMMED MALIK" S/O "HABIBULLAH MALIK and on his service record i.e. Bio data available on site of GAD, it is mentioned as "RAI MOHAMMAD",” the complainant further alleged.
The complaint states: “It is a matter of grave and serious concern and also a matter of probe that why a senior functionary of the Government has two different DOBs and different names on his documents, and in view of seriousness of the matter, the issue is required to be enquired/probed. His documents, which he has given at the time of issuance of driving license in the year 2009 on the basis of which his date of birth was entered in the driving license, are required to be enquired/probed into and necessary. Action is required to be taken in this regard. Surprisingly, it is also beyond common man's understanding that what has prompted such a senior officer after about thirteen years from the date of issuance and possession of his said Driving License that he had to get his DOB changed in the Driving License, though it is otherwise not reasonably presumed that he was not having any knowledge about the same. That, it is also submitted herein that the aforesaid official is very influential and has created monopoly in the department in view of his posting in the department from the Iast more than four years. He was transferred/posted as Deputy Secretary in Transport Department in February 2019 and even after his promotion as Additional Secretary he is continuing in the Transport Department. He many a times has exerted pressure upon me to do certain acts but I being upright official has never succumbed to his pressure tactics. It is also reasonably apprehended that the said officer may influence the subordinate functionaries in the office of RTO Jammu and will manage the tampering of the documents available in the concerned office record, as such, in order to prevent any such apprehensions it is required to get the said documents/file secured/saved in the records.”
The complaint further states: “In view of the above, it is, as such, requested to kindly initiate a thorough enquiry/probe (starting from his basic schooling) against said Sh. Raj Mohammad, JKAS, Additional Secretary in Transport Department in the matter with regard to his two date of births i.e. one mentioned in his driving license and other mentioned in his school certificates and also having different names on different documents, as there is every likelihood that the said officer may have obtained fabricated/tampered Date of Birth Certificate and other documents on the basis of which he has secured his employment.”
