AAS introduces accountability, transparency, zero tolerance to corruption | | | Early Times Report SRINAGAR, Aug 24: The launch of the Auto Appeal System (AAS) in Jammu and Kashmir marks a significant step towards ensuring the time-bound delivery of citizen-centric services and promoting transparency and accountability. With 300 online services on board, Jammu and Kashmir has become the first Union Territory in the country to introduce the auto escalation mechanism. To achieve this objective, the J&K Public Service Guarantee Act (PSGA) has been amended to include online services. The AAS triggers an automatic appeal to appellate authorities when the specified timelines for availing services under the Act are not met. This mechanism enforces compliance for the timely delivery of e-services. Chief Secretary Dr. Arun Kumar Mehta emphasized the importance of this milestone in the digital journey of J&K. He highlighted its potential to enhance efficiency, transparency, accountability, and combat corrupt practices. He urged designated authorities and officers to monitor and dispose of appeals promptly. The digital services covered by AAS include the issuance of certificates such as category, income, property, character, legal heir, birth and death certificates, attestation of mutations, domicile certificates, obtaining revenue extracts, and more. Other services encompass the issuance of job cards under MGNREGA, water connection, marriage assistance, financial aid, pensions, street vending licenses, and credit cards for artisans and weavers. Dr. Arun Kumar Mehta emphasized that AAS would instill discipline among government officials and applicants alike. The system tracks service delivery timelines and includes provisions for penalties in case of non-compliance with PSGA provisions. As of now, AAS has triggered 22,305 appeals to appellate authorities due to non-delivery of services within specified timelines. Out of these, 5833 appeals have been resolved by appellate authorities, with fines being imposed on officers for intentional delays. The system empowers citizens digitally, offering greater control. A committee under the General Administration Department, led by Sh. Shaleen Kabra, Financial Commissioner (Additional Chief Secretary) of the Jal Shakti Department, monitors AAS. The goal is to ensure a fully online functioning with no human intervention. Facilities such as SMS alerts and virtual hearings by appellate authorities are also in development and will soon be available to both applicants and authorities. |
