Jammu, Nov 16: In a significant development, a case of misappropriation of token fees in the Regional Transport Office (RTO) in Jammu has come to light. The Crime Branch had presented a challan, but Additional Sessions Judge Anticorruption Jammu OP Bhagat has now directed the Senior Superintendent of Police Crime Branch, Jammu, to conduct further investigation. The case dates back to January 10, 2009, when information from reliable sources revealed discrepancies in the token fees deposited by transporters/owners at the RTO Jammu. It was alleged that the one-time fees of Rs. 6000/- were not reflected in the cash register. Instead, token fees for two-wheelers at the rate of Rs. 250/- to 500/- were shown as deposited, and the balance amount was purportedly misappropriated in the General Register (G.R) Book. The investigation also uncovered alleged fraudulent activities related to the issuance of driving licenses and fabrication of documents for vehicle ownership transfer. During the investigation, it was found that an amount of Rs. 12,97,040/-, designated for one-time token tax from April 1, 2004, to March 31, 2005, had been misappropriated. The scrutiny of seized records involved an expert team from the Finance department deputed by the Director of Accounts & Treasury, Jammu. The misappropriation was allegedly carried out by officials who held positions as cashiers and accountants at the RTO office. The alleged offenses, including misappropriation, fraud, and fabrication of documents, are said to constitute violations under sections 420, 465, 467, 468, 471, 201, 120-B RPC, read with 5(2) of the Prevention of Corruption Act. The connivance of senior officials from the RTO office and private agents is suspected to have led to embezzlement and substantial losses to the Government. In response to the presented challan, Additional Sessions Judge Anticorruption Jammu OP Bhagat has instructed the Senior Superintendent of Police Crime Branch, Jammu, to conduct further investigation. The directive emphasizes clarifying the facts and concluding the investigation promptly, urging the timely filing of a charge sheet. The unfolding situation raises concerns about the integrity of the RTO office in Jammu, highlighting the need for a thorough investigation to ensure accountability and transparency in government operations.
