Jammu, Sept 4: Within minutes of Leader of the Opposition Rahul Gandhi landed in Jammu and Kashmir to kick start the election campaign for Assembly elections, Congress unveiled a damning charge sheet against the BJP, detailing its alleged failures in governance over the past decade.
