RTI portal set to go live: Omar Govt's push for transparent governance | | | Early Times Report
Jammu, Nov 27: The notification issued by the General Administration Department on Tuesday is a clear indication that Omar Abdullah is going to bring transparency and accountability to the governance by developing and making the “RTI portal” functional. Jammu and Kashmir is among the few states and Union Territories in the country that lack online filing of RTI applications. With this decision, information seekers will file online and seek information. On Tuesday, the GAD issued a circular in which it was mentioned that the RTI portal would be made fully functional by December 10 to enhance the efficiency of processing and responding to Right to Information applications. Through this online portal, citizens can file their Right to Information (RTI) requests, track their status, and receive responses electronically. This development, aimed at enhancing transparency and governance, was announced in a circular by Sanjeev Verma, Commissioner Secretary, General Administration Department (GAD). The portal, accessible at rtionline.jk.gov.in, has been developed by the Jammu and Kashmir National Informatics Centre. It will maintain a comprehensive database of all RTI applications submitted to Central Public Information Officers (CPIOs) and appeals received by First Appellate Authorities (FAAs) across various departments. This digital shift is expected to make the RTI process more streamlined, transparent, and user-friendly. The portal will maintain a comprehensive database of all RTI applications submitted to CPIOs and appeals received by FAAs across various departments. ed that the new platform would facilitate swift processing of RTI applications by the concerned CPIOs and FAAs. "This initiative will contribute to greater transparency, accountability, and effective governance within the Union Territory," he stated. The portal is set to be fully operational by December 10. To ensure smooth functioning, each department has nominated nodal officers at the administrative level to oversee the process of onboarding all CPIOs and FAAs. Accounts for these nodal officers have been created by the GAD, and they have been provided with login credentials. Additionally, training has been imparted to the nominated nodal officers to facilitate further onboarding of CPIOs and FAAs. In departments with a large number of CPIOs and FAAs, nodal officers are being nominated at the directorate level, with their accounts also being created on the portal. Verma also mentioned that a nodal officer may be nominated at the district level in all deputy commissioner offices to oversee the portal's smooth operation across districts. He emphasized the importance of timely onboarding, stating that all nodal officers should ensure their respective CPIOs and FAAs are onboarded on the RTI online portal by November 29, using the credentials provided by the GAD. This move is seen as a significant step towards leveraging digital technology to enhance public access to information and strengthen the pillars of transparency and accountability in governance. |
