Panchayat elections take priority as by-polls of Budgam, Nagrota face uncertainty

Jammu, Apr 13: With the summary revision process underway, the likelihood of early by-elections for the Budgam and Nagrota assembly constituencies has diminished. Instead, the Union Territory of Jammu and Kashmir will prioritize Panchayat elections, followed by polls for Block Development Councils (BDCs) and District Development Councils (DDCs).
Previously, by-elections for these two constituencies were expected within six months of the Assembly members taking oath. However, the ongoing summary revision has removed the obligation to complete this process within that timeframe.
According to reliable sources, the State Election Commission will soon announce the Panchayat election schedule after finalizing reservations for Other Backward Classes (OBCs). These long-overdue elections aim to restore grassroots governance in the Union Territory. The last Panchayat term, elected in December 2018, ended on January 9, 2024, while municipal terms concluded in October 2023.
Jammu and Kashmir has 4,291 panchayats, each with a sarpanch, and over 33,000 panch wards. The region also has 78 municipalities and municipal councils.

ocal Bodies Dedicated Backward Classes Commission, chaired by Justice (Retired) Janak Raj Kotwal and including retired IAS officer RK Bhagat and former SKUAST Jammu Dean Dr. Mohinder Singh Bhadwal, recently submitted its report to Chief Secretary Atal Dulloo. The commission has recommended OBC reservations based on their population in wards.
The special summary revision for Budgam and Nagrota constituencies is progressing, guided by the Election Commission of India. The integrated draft electoral rolls were published on April 8, 2025, with April 1, 2025, as the qualifying date. The period for filing claims and objections will conclude on April 24, 2025, with claims resolved by May 2, 2025, and final electoral rolls published on May 5, 2025.
Eligible voters can register using Form 6 for inclusion (Form 6A for overseas electors), Form 7 for objecting to inclusions or deletions, and Form 8 for correcting details or updating photographs. Special camps for submitting claims will be held at polling stations on April 12 and 13, 2025. The claims process, which remains ongoing, will close on April 24, 2025, as stated by Chief Electoral Officer J&K, Pandurang K Pole.
