Jammu, May 4: Major irregularities have surfaced in the transfer orders issued by the Agriculture Production Department (APD).
According to the details available with the Early Times serious irregularities have come to light in government order No. 186-JK-APD of 2025, dated May 2, 2025, concerning the transfer and posting of officers across the Union Territory.
“The order, issued by the APD as part of an administrative reshuffle, has sparked outrage within the department for what many are calling a glaring display of administrative mismanagement,” sources said, adding, “At the heart of the controversy is the placement of multiple officers against a single post, particularly in District and Sub-Division cadre positions, without any clarity on who the outgoing or relieved officers are.”

Insiders allege that this chaotic reshuffle reflects deeper systemic issues and possibly an attempt to accommodate select individuals at the expense of procedural fairness and departmental stability. “The lack of mention of the relieved officers has led to overlapping responsibilities, office congestion, and disruption in ongoing field activities — a blow to the agricultural operations at the peak of the working season,” they said.
