Reviving dialogue, conducting polls: Saxena’s immediate priorities as new Ladakh LG

Jammu, Mar 6: The newly appointed Lieutenant Governor of Ladakh, Vinai Kumar Saxena, faces two immediate and significant challenges — taking the ongoing dialogue process with agitating groups in Ladakh to a logical conclusion and ensuring the smooth conduct of Ladakh Autonomous Hill Development Council (LAHDC) Leh, Panchayat elections in the Union Territory.
Saxena becomes the fourth Lieutenant Governor of Ladakh, which was carved out as a separate Union Territory from the erstwhile state of Jammu and Kashmir in 2019.
The dialogue process between the agitating groups of Ladakh and the High Powered Committee (HPC) constituted by the Ministry of Home Affairs had come to a halt after unprecedented violence in Leh in September 2025. Although talks have since resumed, ensuring that the dialogue continues without disruption and leads to meaningful outcomes will be one of the key responsibilities of the new Lieutenant Governor.
Furthermore, another task before Saxena is to conduct elections to the Ladakh Autonomous Hill Development Council (LAHDC) Leh. These elections were scheduled to be held in November 2025, but were postponed due to September 24, 2025 violence in Leh.
Prior to this appointment, Saxena had been serving as the Lieutenant Governor of Delhi since 2022. Before entering constitutional office, he headed the Khadi and Village Industries Commission (KVIC), where he launched several initiatives aimed at promoting rural employment and strengthening traditional industries.
During his tenure in Delhi, Saxena frequently found himself at odds with the elected Aam Aadmi Party government over administrative authority and governance issues in the national capital.
As the Lieutenant Governor of Ladakh, Saxena will now oversee the administration of a strategically important Himalayan Union Territory that shares sensitive borders with China and Pakistan.
His appointment follows the resignation of Kavinder Gupta, who had served as the Lieutenant Governor of Ladakh for less than a year after assuming office in July last year. Gupta has now been appointed the Governor of Himachal Pradesh. Earlier in the day, C. V. Ananda Bose resigned as the Governor of West Bengal, with R. N. Ravi, the former Governor of Tamil Nadu, named as his successor.
Gupta was the third Lieutenant Governor of Ladakh, succeeding Brigadier B. D. Mishra, who had taken over the role in February 2024 after R. K. Mathur, the first-ever Lieutenant Governor of Ladakh following the bifurcation of Jammu and Kashmir in 2019.
