| Gulam Ali flags 'zero allocation' to Gujjar-Bakarwals under livestock schemes | | | Early Times Report NEW DELHI, Apr 3: Senior BJP leader and Rajya Sabha Nominated MP Er. Gulam Ali Khatana on Wednesday raised concerns in the Upper House over the alleged exclusion of the Gujjar-Bakarwal community from key livestock development schemes in Jammu and Kashmir, and sought a review of their implementation. Making a Special Mention, Khatana said the nomadic pastoral community, which relies largely on sheep and goat rearing, has not been able to access benefits under programmes such as the National Livestock Mission and the Holistic Rural Development Programme, particularly in the Jammu division. He told the House that while district targets had been fixed for setting up livestock units, applications from members of the community were often delayed or not processed. "Under the Public Good category, out of 525 sanctioned units, not a single unit has been allotted to members of this community," he said. Khatana flagged what he described as gaps between policy design and ground-level execution, stating that procedural ease has not translated into actual access for eligible beneficiaries. He said the situation has led to the continued marginalisation of a community whose livelihood is closely tied to livestock. The Rajya Sabha member urged the government to undertake a district-wise review of beneficiaries and identify bottlenecks in implementation. He also called for the organisation of special facilitation camps in pastoral areas to improve outreach and ensure that eligible applicants are able to avail benefits. He further stressed the need for time-bound processing of applications and stronger accountability mechanisms within implementing agencies, and suggested that pastoral communities be given priority in allocation. Ensuring equitable access to such schemes is essential for livelihood security and inclusive development, Khatana said, urging the government to address the issue at the earliest. |
