Early Times Report
Jammu, June 22: In a significant move aimed at safeguarding the interests of poor and deserving rural families, the Jammu and Kashmir Government has ordered a comprehensive review of beneficiary lists under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) 2.0, directing field officers to identify and rectify cases where eligible households may have been wrongly excluded from the scheme. The Rural Development and Panchayati Raj Department has expressed concern over reports from several districts indicating that a number of genuinely eligible families were either rejected or removed from the Permanent Wait List (PWL) during the beneficiary selection process, potentially depriving them of assistance under the flagship rural housing programme. According to an official communication issued by Mohammad Aijaz (IAS), Secretary, Rural Development and Panchayati Raj Department, the government has received multiple grievances and representations alleging that deserving beneficiaries were left out due to errors in surveys, shortcomings in verification procedures, or inadvertent omissions during the finalisation of the beneficiary list. Taking serious note of these complaints, the department has made it clear that no eligible household should be denied the benefits of the scheme because of administrative lapses or procedural shortcomings. The Secretary has directed the Directors of Rural Development for both the Jammu and Kashmir divisions to immediately issue instructions to Assistant Commissioners Development (ACDs) and Block Development Officers (BDOs) to thoroughly scrutinise such cases and ensure that all genuine beneficiaries are included in the PMAY-G 2.0 beneficiary list. They have also been instructed to promptly address public grievances and representations relating to exclusion from the scheme. The communication stresses that while ineligible households should be removed strictly in accordance with the guidelines issued by the Ministry of Rural Development, Government of India, utmost care must be taken to ensure that deserving families are not excluded due to mistakes in surveys or verification. The department has warned that any omission or deletion of a genuinely eligible beneficiary resulting from negligence, lack of due diligence, improper verification, or administrative oversight will be treated as a serious lapse. Officials responsible for such errors could face accountability proceedings and action under the relevant rules. Describing the matter as one of "utmost importance," the government has directed all concerned officers to accord top priority to the exercise and ensure the timely resolution of genuine cases. The move is expected to bring relief to hundreds of rural families who have been raising concerns about their exclusion from the housing scheme despite meeting the eligibility criteria. By ordering a fresh review of disputed cases, the government has sought to ensure that the benefits of PMAY-G 2.0 reach the most deserving sections of society and that no eligible household is deprived of the opportunity to secure a permanent home due to bureaucratic errors. The order, issued on June 22, aims to strengthen transparency, accountability, and fairness in the implementation of the rural housing programme across Jammu and Kashmir. |
