| Census 2027 Phase-I HLO concludes across UTs of J&K and Ladakh; Amit Sharma commends Census teams, gears-up for next phase | | | Early Times Report SRINAGAR, July 1: House Listing Operations (HLO), constituting the first phase of Census 2027, was successfully completed across the Union Territories of Jammu & Kashmir and Ladakh after a month-long field exercise conducted from 1st June to 30th June, 2026. Shri Amit Sharma, IAS, Chief Principal Census Officer (CPCO) and Director Census Operations (DCO), Jammu & Kashmir and Ladakh, informed that the entire operation was carried out 100% through digital means, marking another significant milestone in India's first Census to be conducted using end-to-end digital technology. The month-long field exercise was completed without any major technical disruption, reflecting the robustness of the digital ecosystem developed by the Office of the Registrar General & Census Commissioner of India, MHA. Announcing the successful completion of Phase-I, CPCO Amit Sharma congratulated every officer and official associated with the Census exercise for successfully executing one of the country's largest administrative operations within the prescribed timelines. He complimented the dedication shown by the Principal Census Officers (Deputy Commissioners & Municipal Commissioners), Charge Officers, Nodal Officers, Master Trainers, Field Trainers, Enumerators, Supervisors and thousands of field functionaries whose coordinated efforts ensured seamless implementation of House Listing Operations across both Union Territories. Highlighting the scale of the exercise, CPCO Amit Sharma informed that 24,071 digitally mapped and geo-referenced House Listing Blocks covering 295 Census Charges were successfully covered across the Union Territory of Jammu & Kashmir, while 567 House Listing Blocks across 17 Charges were covered in the Union Territory of Ladakh. The exercise ensured comprehensive coverage of urban, rural, border, tribal, remote and geographically challenging areas, laying the foundation for the second phase of Census 2027. He informed that the successful completion of HLO was preceded by one of the country's largest capacity-building exercises, wherein administrative officers at every level, 30 Master Trainers, 614 Field Trainers and 29,269 Enumerators and Supervisors in Jammu & Kashmir and 2 Master Trainers, 20 Field Trainers and 722 Enumerators and Supervisors in Ladakh were trained in the use of digital Census applications, field procedures and operational protocols. More than 27,000 Census kits in Jammu & Kashmir and around 800 kits in Ladakh were also distributed well in advance to facilitate smooth field operations. Amit Sharma observed that the successful completion of Phase-I was the outcome of meticulous planning, continuous monitoring and close coordination between the Directorate of Census Operations, district administrations and field functionaries. He noted that regular review meetings chaired by the worthy Chief Secretary, periodic district-level inspections, field visits undertaken by the Directorate and continuous monitoring through digital dashboards enabled timely resolution of operational issues and ensured adherence to the Census schedule. He also acknowledged the vital contribution of sustained media and publicity campaigns undertaken before and during the fieldwork. Extensive awareness initiatives through print, electronic and social media, coupled with active participation of constitutional authorities, public representatives, Padma awardees and eminent personalities, generated widespread awareness regarding Census 2027 and significantly strengthened public confidence in the digital Census process. Recalling the Self-Enumeration phase that preceded House Listing Operations, CPCO Amit Sharma informed that over 6.67 lakh households in the Union Territory of Jammu & Kashmir and 7,009 households in the Union Territory of Ladakh had voluntarily submitted their Census details through the Self-Enumeration portal before commencement of fieldwork, demonstrating enthusiastic public acceptance of India's first digital Census initiative. Looking ahead, Shri Amit Sharma informed that the Directorate will now commence preparations for the next milestones of Census 2027. Work relating to compilation of District Census Handbooks will begin from 1st August 2026, followed by preparations for Population Enumeration in the snow-bound areas of Jammu & Kashmir to be notified soon and across the entire Union Territory of Ladakh in September 2026, while Population Enumeration in the remaining areas will be undertaken in February 2027, as per the schedule given by the Office of the Registrar General & Census Commissioner of India. Describing the successful completion of Phase-I as an important achievement for both Union Territories, CPCO Amit Sharma expressed confidence that the same spirit of teamwork, professionalism and public cooperation would continue during the forthcoming phases of Census 2027, further strengthening the country's statistical foundation for evidence-based governance and development. |
