| DB puts J&K, Ladakh on four-week clock over open prisons | | Suo motu PIL registered to enforce Supreme Court mandate; Chief Secretaries, DGPs and prison heads asked to submit action reports | | Early Times Report JAMMU, July 24: The High Court of Jammu & Kashmir and Ladakh has brought the establishment and expansion of open correctional institutions in the Union Territories of J&K and Ladakh under its direct judicial scrutiny, issuing notices to the top civil, police and prison authorities of both UTs. A Division Bench comprising Acting Chief Justice Sanjeev Kumar and Justice Mohd Yousuf Wani directed the authorities to file detailed reports within four weeks, outlining the steps taken and the process initiated for the establishment, functioning and expansion of open correctional institutions. The High Court registered the suo motu Public Interest Litigation following directions issued by the Supreme Court on February 26, 2026, in Suhas Chakma versus Union of India and others. The apex court had called for judicial monitoring of the implementation of its judgment concerning open correctional institutions across all States and Union Territories. The proceedings were initiated on the basis of a detailed note submitted by the Registrar General of the High Court on April 10. The case has been registered as WP(C) PIL No. 7 of 2026 - Court on its Own Motion versus Nemo. The Bench ordered notices to the Home Departments, Chief Secretaries, Directors General of Police and Directors General of Prisons of both J&K and Ladakh. The Registry has been directed to seek specific information regarding the measures already taken and the roadmap prepared by the respective administrations to comply with the Supreme Court's directions. The reports must disclose the progress made towards the establishment, functioning and expansion of such institutions in both Union Territories. By fixing a four-week deadline, the High Court has placed the implementation process under close judicial watch, making it clear that the Supreme Court's directions cannot remain confined to official files without concrete action on the ground.
