Illegal Allotment: Thanamandi locals win struggle, DC cancels 'land allotment'

Rajouri, Aug 18: Deputy Commissioner cancels land allotment for which the locals from Thanamandi have been protesting for over last two years while alleging it is an illegal allotment of land used for 'Namaj-e janaza' and the land was handed over to the field inspector of Custodian department (Rajouri).
According to locals somewhere in 1995 the then Tehsildar, Thanamandi had illegally allotted 3-kanal and one Marla land belonging to Custodian Department on the name of Abdul Rashid Shawl resident of Thanamandi town. "They have been protesting last for over last two years against the illegal allotment," they added. People led by Mohd Shabir and others have claimed that the land in question is being used by the locals especially inhabitants of W-12 and W-13 as Janaza gah -place to offer Namaz-e-Janaza while in revenue records the land is designated as official Charagah - land for grazing. Locals alleged Abdul Rashid Shawl in nexus with revenue department officials ha d managed the illegal allotment of the land in his favor and the matter was kept secret. "In 2015 reportedly Mohd Shabir during his visit to tehsil office came to know about the illegal allotment and the matter was raised before the people, residents said, adding, "after the matter came to light, the people immediately approached to the then Deputy Commissioner Rajouri in the month of September, 2015 who directed Tehsildar ,Thanamandi and Sub Divisional Magistrate (SDM) to investigate the matter and submit their reports." In December, Rafiq Mughal, Tehsildar, Thanamandi added that the land was allotted to the beneficiary in the year 1995 by the then Tehsildar and on what considerations, is a matter of further investigation.
Meanwhile a senior Revenue Officer said that the evacuee land/ property can be allotted to other person/persons if he/they are in possession of that property/land.
"In this case the land measuring 3 kanals and one Marla in Khasra No 768 was not under the possession of the beneficiary and as per rules/regulations the land can't be allotted in his favor" said the officer.
Despite protest there was no action till February, and then the people again met with Deputy Commissioner, Shabir Ahmed Bhat and informed that Abdul Rashid mulling plans to start construction on this disputed land situated in Khasra No768 at Thanamandi town. Taking cognizance Deputy Commissioner, Rajouri after going through reports from Sub Divisional Magistrate and on the report of field staff Custodian & Revenue Departments cancelled the allotment in favor of Abdul Rashis Shawl. Later the land has been handed over to the field inspector of Custodian department (Rajouri) till further action.
