GAD prepares list on influential babus who enjoy political patronage
Over staying bureaucrats under scanner

Srinagar, Aug 18: The Jammu and Kashmir government has started looking for bureaucrats who are overstaying beyond their approved tenures while on deputation, ET has learnt.
Highly placed sources in the state government said that following various reports about the officers who are overstaying years together, the Chief Minister Mehbooba Mufti has taken a stern view in this regard and has directed the authorities to locate such officers. "The government has started a mammoth exercise and search to locate such officers following directions that overstayed officers needs to be transferred immediately," sources said.
Sources further said that the steps are being taken after a number of instances have come to notice where officers have overstayed beyond their approved tenures while on deputation. "This trend needs to be discouraged by ensuring immediate action as per government policy," Sources quoting government said.
The period of deputation in any case should not exceed two years but in certain extreme cases, the period is extended by one year or wherever required the period of deputation could be shortened for which the government has the mandate.
Sources said that the directions are being communicated to Chief Secretary and all other administrative secretaries to prepare a list of the officers overstaying at one place of posting beyond norms.
Sources said that this has to be done in order to bring total transparency in the governance and transfer policy.
Sources in the GAD revealed that the list of the officers overstaying is so big that variety of officers like Managing Directors of the PSU's, Directors, Financial advisors, Joint Directors, Deputy Directors, Tehsildar’s, BDO's are overstaying from so many years.
Sources said that the controlling authorities are advised to make sure that the officers do not continue their deputation beyond the approved tenure and that they report back to their original postings immediately after completion of approved tenure.
One such glaring example has come to lime light where a Director JKEDI M I Parray is overstaying for the last ten and more years.
His transfer was done by the NC led government in the year 2005 and since then the government preferred not to touch him and even the case of his overstay at one place has escaped from the eyes of incumbent government.
Sources said that on December 9, 2003 Dr Parray was relieved from IMPA Srinagar and joined JKEDI as director on deputation basis but on July 7, 2005 Principal Secretary to Government, Industries and Commerce department issued order for permanent absorption of Dr M I Parray as Director JKEDI.
The order number 175-IND of 2005 date July 8, 2005 read as, "In the interest of administration, sanction is hereby accorded to permanent absorption of Dr M I Parray, presently working as director, EDI on deputation from IMPA as director, J&K Entrepreneurship Development Institute. He shall, however, hold the grade of Rs 16400-45-20000 till further order. Dr Parray shall have been deemed to be relieved and his lien terminated from IMPA".
If sources are to be believed then M. I Parray is retired on papers but somehow he has managed to lift the retirement age.
The members of the faculty in the JKEDI who are eligible and aspiring to become Director have surrendered before the nexus laid down by the M. I Parray and have lost the hope of any promotion to become head of the institute.
As per the internal sources the institute has not achieved the set results and has proved disappointing for the aspirant candidates.
Meanwhile recently another glaring example was come to the notice that the in-charge Managing Director JK cements ltd Atul Sharma is overstaying on deputation for years together.
The documents had reveled that the official is illegally staying in the JKCL from last five years. " In the year 2012 Atul Sharma, Project engineer (Civil) SICOP was purely sent on deputation to JKCL as I/C General Manager for the period of one year subject to the condition that there is no senior officer available in JKCL and that the work of JK SICOP will not suffer. However the official managed himself retained in JKCL from so many years".
An official seeking anonymity alleged that being a cash-cow of his political masters, the said official is enjoying the prestigious post with strong political patronage.
