| Delhi's failure to isolate anti nationals cause of Kashmir crisis: Experts | | | Early Times Report
JAMMU, Aug 18: Though Kashmir crisis and militancy has been the result of Pakistan's exploitation of local people right from 1947 after the people of the State acceded to Indian Union by outrightly rejecting the two nation theory, the successive union and State governments can't be absolved of their responsibility in not channelizing the sentiments of the people towards the right direction.
According to political experts and opinion makers Pakistan has been the main cause of Kashmir situation and present turmoil in Valley but at the same time the main stream political parties in the State who ruled J&K right from 1947 till date as well as the successive Central government's could not pursue broad based Kashmir policy to isolate the anti India forces completely and win over the majority population of the State.
Instead of making the common masses of Kashmir its focal point, New Delhi remained dependent on the suggestions and expert advice of few families in Kashmir who dominated the Valley politics right from 1930, said the experts. Whether it was former Chief Minster, Sheikh Mohammed Abdullah on whom Nehru Gandhi trusted a lot in the post and pre -independent era or later his successor and colleague Bakshi Ghulam Mohammed, Democratic National Conference (DNC) leader and former Chief Minister, G M Sadiq, his successor and another DNC leader, Syed Mir Qasim and so on they all failed in looking into the aspirations and sentiments of common masses in the Valley.
The New Delhi who trusted Sheikh a lot was betrayed in 1953 by his role and it lost no time in overthrowing him and installing the government led by his trusted colleague Bakshi Ghulam Mohammed. But putting the State into a debt trap and seeking huge funds from Centre to please Kashmiris for years together, Centre wanted to get rid of him too and under Kamraj plan in sixties it sought resignation from him too paving a way for installation of first direct Congress government in the State led by GM Sadiq a great visionary and a true nationalist leader from Kashmir who took many daring steps for total integration of the State with rest of India during his rule. But due to his sudden death in 1971, then PCC chief Syed Mir Qasim was installed as CM of the State. Instead of allowing Mir Qasim to complete his tenure, the then Union Government led by Mrs Indira Gandhi signed an accord with NC leader Sheikh Mohammed Abdullah and installed him as Chief Minster with Congress support in 1975. But this agreement did not last long as after the fall of Congress government in Delhi the Party withdrew the support to Sheikh Mohd Abdullah in the State paving a way for fresh Assembly elections which resulted into the defeat of Congress and victory of Sheikh's NC.
After the death of Sheikh in 1982, NC again emerged victorious under the leadership of Dr Farooq Abdullah the new patriarch of the Party in 1983 but disturbed over failure of Congress to come to power in the State and to outwit the NC leadership it engineered defection in the Party with 12 NC MLAs becoming rebels and shifting loyalty to brother-in-law of Dr Farooq, G M Shah in 1984 with the result Farooq lost the majority in the House and GM Shah was installed as a head of puppet government with the support of Congress.
GM Shah being a strong man never gave any importance to Congress despite knowing that his government was dependent on Party's support did not augur well with Congress leadership which later withdrew support his government too creating a way for installation of Central rule in the State.
Experts say as Congress knew that in presence of NC its dream of coming to power will never come true in Kashmir it entered into a pact with Dr Farooq Abdullah and fought elections in alliance with him in 1987 in which there were allegations that the polls were rigged to defeat the Muslim United Front (MUF) and coalition leaders tortured some MUF candidates generating a lot of public resentment since then and to avenge this some MUF candidates succeeded in motivating youth to join arms struggle with the support of Pakistan, experts added. It was during this period the dreaded Hizbul chief Syed Sallah-u-Din and hundreds of Kashmiri youth crossed border to seek arms training in Pakistan and later indulged in terrorist violence in Valley. Even today the Centre is dependent on the selected political families in Kashmir whether PDP, NC, ANC and Peoples Conference ignoring the other sections of the population who were fed up with these parties as there are wild allegations against these parties.
However the Delhi Government continued to be dependent on these parties and never bothered to rope in the other small groups and organizations of people in Kashmir and seek their opinion on various issues confronting the people and find out a negotiable settlement of the problem. The experts are of strong view that the Delhi Government completely ignored the opinion of trade unions, organizations linked to trade and commerce, art and culture, religious bodies as well as social organizations and small political groups who jointly constitute a big and sizable number of Valley's population and could have been effective in defusing the crisis in close coordination of the mainstream political parties of Kashmir like, NC, PDP, Congress, BJP and PC etc. But unfortunately the blunders done by previous governments at Delhi were repeated by present Union Government too say experts and except the former Prime Minster Atal Behari Vajpayee who had some vision and will to settle the problem no government in Delhi worked sincerely towards this. Moreover the Centre instead of involving outside experts on Kashmir it should consult the experts from the State like historians, politicians and diplomats as they are well versed with the problem in the State and can guide the Centre accordingly.The experts opine that instead of wasting more time Centre should ponder over it and redraft its J&K policy. |
