Flood relief is no charity, Union Govt's delaying tactics highly reprobate: Harsh | | | Early Times Report
Jammu, Feb 15: Asserting that flood relief is no charity, Harsh Dev Singh JKNPP Chairman and former Minister flayed the Union Government for its dilly dally approach in finalizing the relief package projected by the State government amounting to Rs. 44000 crores for rehabilitation and reconstruction of flood ravaged state despite a lapse of five months. In a statement issued here, he said that the unprecedented floods caused in September last had caused colossal damage to public infrastructure, residential houses, standing crops, water and power sector, agricultural fields, trade and industry besides loss of hundreds of precious lives. He said that though the GOI had recently sanctioned Rs. 1120 crore for rebuilding infrastructure as against the projected damage of Rs. 2926 crore, it had failed to address the state govt's projected damage of Rs. 41,000 crore required for rehabilitation of all those affected by the floods. He further reminded the BJP led govt. at the Centre that during Assembly Elections in the state it had assured full rehabilitation, relief and reconstruction of the state devastated by the floods and even incorporated its promise in the 'vision Document' published in 2014. He condemned the govt. decision to provide Rs. 12,600 and Rs.3800 as compensation for fully damaged and partially damaged Kachha houses in rural areas of the state particularly in Jammu region and strongly urged for increase in the amount of compensation. He sought its enhancement with atleast Rs. 3 lacs for fully damaged houses and Rs. 2 lac for partially damaged houses. He said that the Union Govt. had deliberately prolonged the issue by raising disputes after five months of the catastrophe with regard to quantum of relief and extent of damage. He said that a situation of similar nature had occurred in Jharkhund in June 2013 where the devastation caused by flash floods was addressed within two months. He said that now that the World Bank has conducted the exercise of loss assessment in J&K also, it is expected that the process would be expedited and the Union govt. would ensure immediate initiation of relief and rehabilitation process in pursuance of the World Bank team's report. He said that while four world Bank teams had been entrusted the job of loss assessment in various districts of Kashmir, three World Bank teams were to visit various districts of Jammu region for the purpose so that fair and objective assessment of damage could be made by taking assistance of local officers. Making an appeal to the World Bank teams comprising in all 20 members, he said rural and remote areas which have persistently suffered neglect and deprivation need to be given special treatment with special attention for their reconstruction and rehabilitation. He cautioned the central govt. that relief as determined and agreed ultimately to be granted to the bonafide sufferers must be directly credited into their bank accounts in view of repeated complaints of interference by middlemen who are prone to follow corrupt practices during such relief disbursement. He called for reconstruction of damaged infrastructure and relief and rehabilitation measures on war footing in view of severe problems and untold sufferings being faced by the affected people. |
