'Ineligible' candidate tipped to be next Chief Engineer | Enjoys political patronage, ashirwad of top babus | | Avinash Azad Early Times Report JAMMU, Feb 17: Despite rejection of his promotion case by Chief Minister twice on ground of eligibility, a blue eyed engineer is likely to get promoted as Chief Engineer soon. Sources said that Fareed Ahmed Choudhry, presently posted as Superintendent Engineer PHE (Rural), had joined as Assistant Engineer through Public Service Commission. "As per SRO 297 dated September 14, 2008, length of 20 years of service in Gazetted cadre is mandatory for the post of Chief Engineer", sources said, adding that 15 years of Fareed's service would complete on June 1, 2015, as he was appointed as AEE in 2000." They said that seeking his elevation as chief engineer, he (Engineer Fareed) had forwarded his case twice to chief minister officer for approval, but the file was returned on the grounds that he was ineligible for the post. "The engineer had worked hard to impress his bosses and sent his representation for promotion through department. The Chief Minister Omar Abdullah in his remark on July 15, 2012, had mentioned that Engineer Fareed Choudhary does not have the requisite length of 20 years service in gazetted cadre, which is mandatory in terms of SRO dated September 14, 2008", sources added. They said that despite all the facts, the blue eyed engineer is being tipped to be the next Chief Engineer. "If he succeeds to get elevated as CE, it will demoralize senior engineers who have mandatory qualification for the post. But he enjoys political patronage and is in good books of top bosses in the civil secretariat. This would help him in achieving his goal", they added. |
