Experts recommend fundamental overhaul of flood control measures | Suggest digging of alternate river adjacent to Jhelum | | Early Times Report Jammu, Mar 30: Experts who have been keeping a watch on the flood situation in the Kashmir valley,have suggested to the state Government to approach the Government of India for financial assistance so that right from south Kashmir to the fag end of Baramulla another river was dug out which would function as an alternate river to the Jhelum. Based on their knowledge about the devastation and death caused by floods last September, these experts believe that since the existing river Jhelum has lost its capacity to retain additional flow of water because of encroachment and lack of dredging, there was need for digging an alternative artery which could carry flood waters. In this case the Government of India should discuss the issue of digging an alternate river in the valley close to river Jhelum with Pakistan in case the 1960 Indus water Treaty raised some hurdles in the plan of having a new river which act as alternate to the river Jhelum. These experts have suggested to the state Government that construction of additional river could take time and in the meanwhile, the old flood channel needs to be dredged so that it could take flood water whenever the authorities wanted to divert water from the flooded Jhelum. In addition to this the state authorities need to invest a huge amount on dredging of river Jhelum from Khannabal to Khadanyar as during the last several years tones of silt,sand have accumulated. The river Jehlum has witnessed a lot of pollution with the result accumulation of silt and sand besides encroachment of its embankments had reduced the in take capacity of the river. Whether owing to encroachment or soil degradation the banks of river Jehlum have been weakened. Land erosion has lowered the height of the banks and there was need for strengthening the banks and that could be done by raising their height.In Sept ember last a couple breaches in the bank of river Jehlum had caused heavy damage to various colonies including the historic Lal Chowk and Residency road belt. This calls for reshaping and reviewing the entire flood control plan. |
