CAMPA fails to keep tab on afforestation programmes | Procures plants without quality certificates, passes lump-sum bills | | Arun Singh Early Times Report Jammu, May 14: Compensatory Afforestation Fund Management and Planning Authority (CAMPA) set up for proper monitoring of compensatory afforestation activities and to promote afforestation and regeneration activities as a way of compensating for forest land diverted to non-forest uses, but it has miserably failed to keep quality control of plants procured and monitoring of survival rate of plantation. Besides, CAMPA procured plants without obtaining quality certificate and passed vouchers of plant bills that too without mentioning the details such as age, length, etc., of supplied plants. Sources told Early Times that the working of Compensatory Afforestation Fund Management and Planning Authority has come under scanner due to lack of information about outcome of the activities. "CAMPA and many Territorial Divisions have been found with lack of quality control of plants procured and no monitoring of survival rate of plantation, besides impact of other works executed was also not assessed like plantation of 70.63 lakh (18.30 lakh in 2010-11, 37.31 lakh in 2011-12 and 15.02 in 2012-13 (upto December 2012) and plant production of 106.99 lakh in nurseries was shown made (2010-13 upto 12/2012)," they informed. Despite the direction from Board of Governors that plantation programme should aim at 100 per cent survival and strict monitoring mechanism should be in place to ensure quality plantation with good survival percentage but it was observed that plantation journal of many Territorial Divisions did not reflect survival/ mortality of these plantations, sources told. Sources said that the height of slackness on the part of Authority can be gauged from the fact that it did not seek quality certificate of procured plants even at the time of purchase either by the responsible officers or by the technical committee and they passed vouchers of plant bills also lacked details such as age, length, girth etc., of supplied plants. They further informed that CAMPA raised plantation in nurseries without projection of demand and framing of estimates by the TDs. "For 61,528 cubic metres DRSM including Anantnag, Jammu, Kamraj, Marwah, nowshera, Udhampur, Bhaderwah, kishttwar, Sindh, Lidder, langage, Shopian, Tangmarg, Pripanjal, Doda, NH1A Batore, Urban Forestry jammu, Social Foresertery Kathua soil conservation works and Pasture development of 29.99 lakh patches (2010-13) upto December 2012 no impact assessment was done. |
