HC asks LAWDA to explore use of UAVs, orders sealing of more illegal structures in Dal | | | Early Times Report Srinagar Nov 21: A Division Bench of the J&K High Court comprising Justice Hasnain Massodi and Justice A M Magrey has asked Lakes and Waterways Development Authority (LAWDA) to explore feasibility using of Unmanned Aerial Vehicle (UAVs) for photography to prevent illegal constructions with Dal Lake and its adjoining areas. Hearing a Public Interest Litigation (PIL), the division bench also ordered sealing of illegal structures in the prohibited areas of Lake which were identified by vigilance commissioners. The commissioners, a former District and Sessions judge Mohammad Shafi Khan and Abdul Hamid Bhat, a retired SSP, in their fresh report submitted that some of illegal structures were raised on wooden logs floating In the Lake for commercial activities. "The facilities created were even advertised on social media and websites," they said, pointing to structures named "Dal View Resort" set up by Nazir Ahmad Dandoo and Bashir Ahmad Dandoo of Abikarpora in Dal Lake area. They also revealed that Nakas set up to prevent transportation of building material to the Lake area are either not existing on spot or non-functional. In a compliance report, IGP Kashmir informed the court that a proposal for Installing CCTVs around and within the Lake is pending consideration of Director General of Police. "Let all the structures and constructions detailed in the report be sealed/attached forthwith," Division Bench directed. The division bench observed that use modern technology to check transportation of building material to the Lake area as also encroachment, installation of CCTVs was bound to be of some help in achieving the objectives. "The LAWDA should also explore feasibility of making use of aerial/drone cameras (UAVs) for photography of Lake area and adjoining area to achieve the targets," the Division Bench said. However, the court said that after the matter is examined by the experts and Inputs given. "In the meantime, we expect the DGP to take a decision in the matter as regards installation of CCTVs, reported to be lying on his table, by next date of hearing (on 26-11-2015," the court said. The division bench also directed government to inform it about the possibility of earmarking a reasonable amount from Rs 80000 crores from Prime Minister's package, for preservation of the Lake. In another direction, the court directed Commissioner Vigilance Organization to constitute a separate team of officers of investigating allegations of disproportionate assets of those officers who have held key positions in LAWDA after the authority was created. |
