40 employees in second termination list | | | Saqib Ahmad Early Times Report SRINAGAR,Oct 21: After Jammu and Kashmir government terminated 12 employees, another list has been prepared with a dossier has been prepared against 40 employees for their alleged involvement in anti-national activities. Government has terminated 12 employees this week for which the formal sacking orders have been issued. Government has received reports from J&K police’s CID about the employees who have participated in protests in the Valley for the last three months, sources said. While issuing termination orders, the Government decided against holding mandatory inquiry into these cases, claiming that same was not practicable in the given circumstances. “ …In the prevailing situation and keeping in view the charged atmosphere including threat perception to witnesses, it would not be feasible for the witnesses to depose in case of inquiry,” the dismissal orders issued by the Government read. An official of General Administration Department said one termination list has been prepared. “Second list has been prepared which figures names of 40 employees of various departments. No decision has been prepared yet and the final call is to be expected in the next one week,” the official said. This is second time in 26 years of militancy in Kashmir that government officials have been sacked over allegations of anti-national activities in the state. In 1990, five officials were sacked for their pro-separatist stand, among them Naeem Akhtar who was then a Deputy Commissioner in the Excise Department. Akhtar is currently a senior People's Democratic Party and minister in the Mehbooba Mufti government. The State Government is invoking Article 126 of Jammu and Kashmir Constitution for terminating these employees. Government has been pressurizing employees to attend their duties amid turmoil in Kashmir and has directed them several times to attend their duties forthwith or their salaries won’t be released. Despite that majority of employees have stayed away from their duties in view of the prevailing situation and offices witness minimal attendance of employees. Official sources said the government has decided to terminate over 50 employees accused being part of “anti-India” protests and “fueling” the ongoing unrest in the Valley. It has been learnt that the dossier against these employees has been prepared and is lying in chief secretary’s office. Officials said the government acted on a report prepared by the state police's Crime Investigation Department or CID. Several of those sacked have been charged under the Public Safety Act or PSA, which allows people to be jailed without trial for six months. Sources said there is a consensus among the ruling parties for termination of these employees but they differ over the timing of officials sacking. Since the unrest triggered in the Valley on July 8, police have launched a manhunt and arrested dozens of employees who were alleged part of protests involved in “anti-national sloganeering and stone pelting incidents”. Police and departmental heads have also summoned various government employees and warned them not to be part of current unrest in the Valley.
