Issuance of SRO 520 leads to differences among employee organizations, new forum comes up | | | Early Times Report SRINAGAR, Mar 3: Chinks among the ranks of government employees over the recently regularization policy of the state government came to the fore today as a sizable number of employees floated a new amalgam of employee organizations. The newly floated amalgam christened as Employees Joint Consultative Committee (EJCC) was launched during a press conference here today. The EJCC without mentioning any of the employee amalgams said that regularization policy as announced by the state government is 'exploitation' of the labour class. Addressing the media, Manzoor Ahmad Pampori, President Urban Local Bodies Employees United Forum (ULBEUF) said that SRO 520 issued by the state government with regard to regularization of adhoc and consolidated employees is full of 'loopholes'. He said that SRO 520 relates to enhancement of wages for such employees and there is nothing substantial on the regularization front. "The basic aim of this forum is to project the demands of consolidated, adhoc and contractual employees. Since the SRO 64 deals with respect to regularization of employees what was the fun of yet another SRO in this regard. No reckoner has been issued by the state government so far," said President ULBEUF. Pampori said that SRO 520 is detrimental to the interests of consolidated, adhoc and contractual employees. He said the government has ordered for the enhancement of wages under SRO 520. He said that there is confusion after the issuance of SRO 520 among the employees and same needs to be cleared by the state government at the earliest. "Burning issues like arrears due to the employees following implementation of 7th Pay Commission, risk allowance and House Rent Allowance (HRA) have not been touched by the government so far. It is our appeal to chief minister, finance minister and chief secretary to make the things clear so that the employees heave a sigh of relief," said President ULBEUF. Aijaz Ahmad Khan of Food, Civil Supplies and Consumer Affairs said that the wrong policies of the state government force the employees to come on streets and lodge protest in support of their demands. He said that state government should make the necessary correction in SRO 520 and make the provision for regularization of adhoc, consolidated and contractual employees. "The issue of the salary of Sarva Shiksha Abhiyan (SSA) teachers continues to be a burning issue in the state. Couple of years back the state government had said that SSA teachers would be paid salary from the state budget, but this has not happened so far. The government should also make the position clear with regard to HRA since we have demanded same rate for HRA across the state," said Aijaz. Ali Mohammad of Department of Education said that state government should immediately revoke the SRO 202 since it is the exploitation of qualified youth of the state. He said that government should take a prudent decision with regard to regularization of employees appointed under migrant substitute category in the Kashmir valley. "The people appointed under the migrant substitute employees' category were given the regular effect of their services from 2006 despite the fact that the appointments were made in 1991. The state government should take a lenient view in this regard so that injustice is not meted out to these people," said Ali Mohammad. It would be in place to mention here that most of the constituents of Employees Joint Action Committee (EJAC) welcomed the SRO 520 and termed the victory of government employees. Today's development is all set to bring the EJCC at loggerheads with the EJAC. |
