RDD's lethargy affects development in rural areas 3/10/2018 11:41:27 PM Early Times Report JAMMU, Mar 10: The continuous practice of Rural Development Department of making undue delay in formulation of Perspective Plan and submission of Labour Budget has been affecting the developmental woks in rural areas potential across the State. Sources told Early Times that there was a continue delay in formulating the perspective plan on the part of Rural Development Department, change of plans despite once finalized and deviation of the same from one plan to another, absence proper monitoring and non inclusion of Gram Sabhas while making the plans has created obstruction in implementation of works. "There were several points where department showed inactiveness including non-preparation/belated preparation of the perspective plans, slow pace in preparation of perspective plans of the districts of the State as a whole and non-maintenance of records relating to submission of development plans at the Panchayat level and that of submission of Labour Budgets at the district Level and at State Employment Guarantee Council level. "Several districts failed to formulate perspectives plans except few that too belatedly from the year 2010-11. In the absence of perspective plans, the advance planning to provide developmental perspective for the district could not be achieved," they said further adding that the records regarding submission of the plans by the Panchayats to the blocks were not available in many Panchayats. Some submitted the Labour Budge to the DPC after delays of two to three months. Although department cited the reasons of delay in formulation of perspective plans which was a feature initiated initially wherein perspective plans used to be formulated for five years was due to lack of sensitization and absence of PRIs, they said.   Share This News with Your Friends on Social Network     Comment on this Story
