Sharma's task tailor made by centre | | | If the Central Government's interlocutor, Dineshwar Sharma, has been sent to Jammu and Kashmir to hold talks with elected representatives his task then has been cut to size because he has not been assigned the task of holding parleys with the separatists. In fact right from the day Sharma has visited Kashmir late last year he has been trying to rope in separatists so that they show willingness to hold talks with the interlocutor. Hitherto, separatists have shown unwillingess to reopen the channels of dialogue with Sharma. And a senior Hurriyat leader, Prof. Abdul Gani Bhat, was reported to have met Sharma it was greeted with furore with the separatist camps and a demand was raised to expel him from the conglomerate of moderates. However, he could save his skin when he announced that he had not met Sharma and his doors are open for visitors to come and discuss issues with the him. That ended the matter. But Sharma tried hard to have a word or two with the separatists and the hardliners headed by Syed Ali Shah Geelani had already announced that he would not favour any from his conglomerate to meet the interlocutor. Had the Government of India made it clear to Sharma he would not have wasted his time by trying to woo the separatists so that they were ready to talk to him. If Sharma has been given the task of meeting the elected representatives and some individuals he has done that task. He has met most of the top leaders of mainstream political parties. He has had meetings with Chief Minister, Mehbooba Mufti, NC working President Omar Abdullah and other members of the Assembly. Besides this he had talks with leaders of trade and industry and groups of students. And after five months the Government of India announces that Sharma is not supposed to meet the separatists. The Government of India has disclosed that Dineshwar Sharma was appointed as interlocutor on Kashmir to hold talks with elected representatives and individuals and asserted that New Delhi was ready to hold talks within Indian constitution with those who shun the path of violence. This means that the centre is willing to hold talks with separatists and some leaders of militant outfits once they announce that they were ready to shun the path of violence. The Government of India has appointed Dineshwar Sharma, former Director of Intelligence Bureau, as its Representative to initiate and carry forward a dialogue with the elected representatives, various organizations and concerned individual in the State of Jammu and Kashmir. The Government of India believes that the response from people of J&K to interlocution has been very positive. A large number of delegations and individuals representing various sections of society and particularly youth have already interacted with the GoI representative. In response to a question whether the government has formulated any framework for talks, the Government is committed to bring peace in J&K and ready to hold dialogue with all the sections of society who shun the path of violence within the framework of Constitution of India. The centre has been regularly reviewing the security situation in the J&K and necessary directions are given from time to time to intelligence agencies and the security forces to coordinate their efforts for bringing down the scale of violence in the troubled state In order to prevent activities of militants, numerous steps have been taken including strengthening of operational grid with enhanced human intelligence and use of technical intelligence grid. The Government has also continuously encouraged policies to mainstream the youth, including providing employment opportunities to wean them away from militancy. And once the unemployment problem was tackled on a war footing educated youth may be unwilling to join militant outfits. |
