On one hand Pakistan's DGMO assured his counterpart in India that Pakistan may implement the ceasefire agreement in letter and spirit, on the other hand its Rangers resorted to violation of ceasefire in which two jawans of the BSF were killed and several others, including civilians were injured in Akhnoor sector. Whatever level the Rangers have violated the ceasefire it is an insult to the Pak DGMO indicating that troops on the border do one thing and the authorities do something else. This way India is confused over the way it authorities have to bank on soldiers or on the top functionaries of the Army. When there is no cohesion between the troops guarding the border and the top functionaries of the Army and the Rangers India may find it difficult to negotiate with authorities on the other side of the border. Despite revival of ceasefire violations by Pakistan Chief Minister, Mehbooba Mufti has started renewing her appeals to the Hurriyat leaders to step forward and start dialogue if it wanted to save Kashmir, Mehbooba has said, "The country is looking toward the Kashmiri leadership on dialogue offer and nobody will advocate on behalf of Kashmir if the offer of talks is rejected."
She said the mainstream parties had created an environment for the Hurriyat to enter into parleys by getting Government of India (GoI) to announce a unilateral ceasefire.
The state Government can't force or dictate the separatists but everybody needs to come forward to get J&K out of this pain. Stressing that youth should get a chance to get out of the cycle of stones and guns, she said an orphan had been mowed down amid stone-throwing.
"Why should our youth throw stones?" Mehbooba, who is also the PDP President, asked. The CM said Hurriyat should come forward to talk to New Delhi to save Kashmir from further bloodshed. "Nothing has changed even though thousands of people have joined militancy in the past and a huge number of grenades have been thrown," she said. "This hasn't taken us anywhere. But the cycle of violence is crumbling the peoples' right to live in peace. And it is time for the separatists to grab the offer for talks from the central Government. Though after furious retaliation by Indian forces Pakistan has assured the Indian side that its troops may not resort to any ceasefire violation. Will Pakistan implements its commitment. India has doubts and has asked its forces to be on a high alert.
Well the Hurriyat leaders face a dilemma. They are not sure whether they hold talks with the India will those talks yield results without Pakistan getting involved in these talks. Well senior Hurriyat leaders of the view that the Kashmir issue is bilateral, an issue that has to be settled between India and Pakistan. And if the Hurriyat leaders accept the offer of talks it could be misconstrued as a sellout. If the news spreads about their sellout their calls for shutdown or staging protest rallies may not be responded by the people in Kashmir. Mehbooba Mufti has given a sound suggestion to the separatists and it is for them to accept it or reject it. If they reject it the centre may be forced to withdraw unilateral ceasefire which could result in killing of civilians and militants and if that happened the separatists should not blame the centre.
